The objective of this consultancy is to provide a comprehensive, evidence-based technical assessment of selected social sector Management Information Systems using the Administrative Data Maturity Model (ADaMM) methodology, namely to: 1. Diagnose the maturity of Nigeria's selected administrative data systems (priority sectors include health, education, child protection, and social protection) using ADaMM, to establish maturity baselines and co-create benchmarks with Government, leveraging the Power of Data initiative to convene partners. 2. Conduct a series of consultations with relevant stakeholders, to assess the systems maturity levels, while leveraging the Power of Data initiative as a convening mechanism. 3. Produce a summary diagnostic report, including dataflow mapping, standards review, governance analysis, and interoperability opportunities – using AdaMM as a reference framework. 4. Co-design a Roadmap for action with proposed investments for the short, medium and long term.
