Organization: Norwegian Refugee CouncilClosing date: 18 Sep 2026Within the framework of the Pathways for Better Education and Livelihoods Programme, a 4-years (2024 – 2027) grant supporting "Displacement-affected young people to continue their education and/or increase their income for improved wellbeing”, The Norwegian Refugee Council (NRC) is currently seeking expressions of interest from individuals and/or teams to conduct an external review with a dual scope: assess the extent to which the programme has achieved results to date and as learning exercise, to inform all stakeholders involved and to design the new phase.Main lines of inquiry are:Does the way the programme is designed create the conditions for young people to achieve good outcomes and decide their own direction?What has changed for young people, why has it held for some and not for others, and what do they credit for it?What constrains young people's transitions in these contexts and which NRC adaptations have made a difference?Brief outline of Project: Pathways for Better Education and Livelihoods Programme assists youth in 6 country operations (Ethiopia, Myanmar, Palestine, Niger, El Salvador and Honduras) with accessing learning opportunities and improving livelihoods opportunities though strengthening youth community engagement and ownership and through working with a wide arrange of local actors.Full details and terms of reference are available at NRC websiteHow to applyClosing date for submission of bids: Friday 18 September 2026Submit completed bids to: HO.Procurement@nrc.noFor clarification questions please write to Ana Stiglic: ana.stiglic@nrc.no
