Consortium MEAL Coordinator

Country: Sudan Organization: Danish Refugee Council Closing date: 11 Sep 2026 Overall purpose of the role The Consortium MEAL Coordinator will be responsible for leading and strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the FCDO-funded GBV consortium, ensuring high-quality data collection, analysis, and evidence generation to improve program performance. The role focuses on results monitoring, accountability, learning, and evaluation, while ensuring compliance with donor requirements and DRC’s internal MEAL standards. The MEAL Coordinator will provide technical support, capacity building, and coordination across consortium members including downstream partners, ensuring adaptive learning and evidence-based decision-making. He/She will be the primary focal point externally and internally for monitoring/evaluation and information management/reporting. Responsibilities Monitoring and Evaluation • Lead and support MEAL integration throughout Project Cycle Management (PCM), ensuring compliance with DRC’s MEAL guidelines and FCDO donor requirements. • Lead the coordination, providing technical advice to Consortium partners in developing strong indicators and logical frameworks for consortium project • Ensure the quality and effectiveness of needs assessments by overseeing methodology, data collection, analysis, and quality assurance, including beneficiary data. • Overall responsible for baseline, assessments, and acting as a focal point for any external evaluation and any other form of survey or review of projects. Organize, participate and collect field data and process/analyze this data • Provide input on MEAL-related aspects of project proposals, including indicator development and budgeting for MEAL activities. • Develop MEAL plans, indicator tracking tools, and data collection systems to monitor program outputs and outcomes with close collaboration with the program team. • Support the CoP with the active implementation of Consortium’s Monitoring & Evaluation plans, ensure Monitoring & Evaluation plans are updated timely and Monitoring & Evaluation findings are in place for all donor reports. • Participate in and contribute to project Kick-off, progress review, and Close-out meetings, ensuring consortium and partner cross-project learning aimed at replicating good practices and strengthening synergies between consortium partners • Oversee the development and refinement of data collection methodologies, combining quantitative and qualitative approaches to enhance program evidence. • Plan and implement data quality assurance measures throughout data collection, entry, processing, and reporting. • Ensure that ethical principles and protection standards are upheld in all data collection activities, in line with DRC’s Code of Conduct and DRC SOPs. • Coordinate data protection, storage, and security protocols, ensuring compliance with DRC and donor standards. • Support the analysis, visualization, and reporting of MEAL data, ensuring findings inform internal decision-making and external reporting. • Guide the regular sharing of the outputs and the Monitoring & Evaluation findings with consortium staff and implementing partners for any adaptations/learning. • Undertake field trips and do physical observation on ongoing projects • Capacity build, train and support consortium or downstream partners to improve the field monitoring or any other monitoring needs • Review SoPs and monitoring tools developed by protection counterparts – ensuring they capture adequate impact or output information. • Take the lead in supporting of all external evaluation consultancies related to the consortium project, engaging with third party montoring, independent evaluators requests from FCDO/donors and/or partners Accountability • Coordinate the design and implementation of accountability systems for consortium working closely with relevant partners • Coordinate with the consortium team and downstream partners to ensure that a Community Feedback Mechanism (CFM) Focal Person is always appointed and available, in accordance with the CFM FP Terms of Reference (TOR). • Coordinate with the consortium team to ensure Questions & Answers (Q&A) documents and Project Specific Leaflets are available for each project at the startup of the project and are regularly updated as needed • Coordinate with consortium and partners to maintain information provision with communities for sharing timely, accurate and safe information around consoritum project and expected behaviour of staff. • Ensure that a robust and contextually appropriate feedback system is in place, including community engagement, and feedback-handling processes. Ensure that the proposed CFM aligns with FCDO standards. • Build the capacity of downstream staff to effectively plan and implement accountability systems, including training on CHS principles, and accountability tools. • Present CFM trends analysis reports to the consortium team, on a regular basis to inform recommendation and quality program decision making • Liaise with consortium on self-assessments, and improvement plan follow-ups. Evaluation, Analysis & Learning • Donor focal point for Monitoring & Evaluation components of projects • Coordinate evaluations and research studies, ensuring alignment with donor requirements. • Ensure MEAL findings are used for evidence-based decision-making, adaptive learning, and program design improvements. • Support Consortium’s aim for further strengthened harmonised programming and actively propose ways of achieving this, using Monitoring & Evaluation findings. • Organize and facilitate learning events at the consortium level, ensuring key lessons learned compiled, documented and disseminated. • Regularly present MEAL findings to consortium governance structure to drive continuous improvement. • Support external communication of MEAL findings, including donor reports, inter-agency coordination meetings, and advocacy efforts. Consortium coordination/technical support • Coordinate and oversee work planning on MEAL with consortium partners, ensuring efficiency in data collection, analysis, reporting, and accountability mechanisms. • Hold regular meetings, and have regular check-ins to strengthen coordination/share experiences across consortiums MEAL technical capacity • Support consortium MEAL team in troubleshooting challenges related to field data collection, quality assurance, or partner engagement. • Work closely with PIMS Specialist and RIMs Specialist – ensuring information collected, stored and used is against GBV IM minimum standards • Support consortium members as they carry out MEAL Partner Capacity Assessment to assess their capacities and capabilities in terms or MEAL. • Develop and conduct MEAL capacity-building sessions for consortium team and downstream local partners on monitoring methodologies, accountability, data use, MEAL planning, indicator tracking, and compliance with donor MEAL frameworks as per agreed donor regulations. • Foster a culture of learning and evidence-based programming, ensuring MEAL is effectively embedded across the consortium governance structure Qualifications, experience and technical competencies • Bachelor’s or Master’s degree in Social Sciences, Development Studies, Statistics, Monitoring & Evaluation, Economics, Public Administration, or other relevant fields. Additional certifications in MEAL, Data Analysis, Information Management, or Accountability are an advantage • Minimum 5 years of experience in MEAL roles, preferably in humanitarian or development contexts. • Strong technical expertise in MEAL frameworks, data collection methodologies, accountability mechanisms, and learning approaches in GBV or protection programming. • Proficiency in data analysis and visualization tools (Excel, Power BI, KOBO Toolbox, Power BI, etc.). • Experience with MEAL planning and donor reporting for FCDO, as well as working with external entities – including consortium, local partners, third party monitoring, external evaluators and donor evaluation teams • Previous experience in developing/ guiding information management systems for complex multi-stakeholder and multi-year consortium is an advantage • Previous experience with leading organizational capacity assessments and capacity building on MEAL is an advantage • Experience with providing technical guidance and oversight to MEAL staff is an advantage • Demonstrated experience in community feedback mechanisms, complaint handling, and CHS accountability standards. • Strong analytical skills and ability to manage large datasets and complex MEAL systems. • Excellent communication and coordination skills, with experience engaging across teams and external stakeholders.
