Country: Mozambique Organization: Solidarités International Closing date: 31 Oct 2026 About us Desired start date: ASAP Duration of the mission: 6 months Location: Pemba SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission has opened in a complex security and administrative environment, where access is a major issue. Solidarités International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. About the job General objective: The Deputy CD for Programs (DCDP) ’s objectives are to provide leadership and management of the strategic programming, overseeing the strengthening of SI’s programs development, quality and accountability. The DCDP ensures the internal coherence between program activities and is responsible for ensuring that programs are driven by needs, based on evidence, adaptable to contextual changes and conflict sensitive, monitored closely and resourced appropriately. The main challenges: • Collaborate with the CD to implement the set country and program strategy. • Support fundraising efforts and donor and partners’ relationship management and representation. • Oversee Programme Development by providing cohesive leadership to SI programming, ensuring Support to program Coordination team and timely communication on program issues to the CD and HQ • Provide guidance for the Quality management of the Programs by ensuring • Quality Criteria and indicators are monitored and lead to decision making • Ensure that procedures, guides and tools are updated and implemented in accordance with HQ recommendations. • Support on lessons learning and using the findings to guide future strategic direction • Being proactive in proposing New Activities based on the context evolution. Priorities for the 2/3 first months: • Prepare the proposals cycle of 2024 according to the 2022/2025 strategy developed • Review the projects implemented during 2023 in order to draw the lesson learned and incorporate them into 2024 proposals • Support the coordinators in strategy definition, implementation and in improving the quality of programming • Support the implementation of the FSL strategy at mission level • Review and strengthen SI emergency strategy set-up and mechanism in line with emergency fundings and in parallel to develop a strong second line response notably for returnees Your profile Education and experience background: • Master in humanitarian action, development, international law or any other technical area related to the humanitarian sector • 3/4 years of experience in humanitarian sector. Technical skills : • Very good technical knowledge in project cycle management • Very good strategic planning and coordination skills • Ability to represent SI towards donors and partners Transversal skills : • Leadership and management • Coordination with partners • Planning and priorization Languages: • English (mandatory) • Portuguese SI will offer you A salaried position: According to experience, starting from EUR 3300 gross per month (EUR 3000 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750. SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked. Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: This position is based at the coordination office level in Pemba, offering an opportunity to work on a complex humanitarian emergency from a comfortable beach city. Pemba is a touristic city with beaches, several nice restaurants, and numerous grocery shops with imported goods. Visits to Mueda & Mocimboa will be required for supporting the team. Mueda has a market, a restaurant, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (in season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba.
