Country: United Republic of Tanzania Organization: Expertise France Closing date: 24 Sep 2026 Assignment Background Under the Facility from the Regional Teacher Initiative for Africa (RTIA), Expertise France is recruiting a National Expert based in Tanzania to support the Ministry of Education, Science and Technology (MoEST) in Tanzania Mainland. The mission aims to strengthen continuous professional development for pre-primary and primary teachers, focusing on foundational learning practices in the classroom (Reading, Writing, and Arithmetic – 3Rs). Key Objectives Working in close collaboration with MoEST and the International Expert, the National Expert will: 1. Assess the existing TCPD programme on Foundational Learning to identify its strengths and gaps in addressing field needs. 2. Contribute to the strategy development to strengthen teacher training on foundational learning tailored to the Tanzanian context. 3. Review and update the TCPD programme jointly with Teacher Training Colleges (TTCs). Main Activities • Conduct a desk review of key education policies and sector strategies in Tanzania Mainland. • Participate in the scoping meeting and contribute to drafting the methodology and updated timetable. • Lead field data collection and stakeholder consultations (interviews, focus group discussions, classroom observations). • Co-facilitate technical working sessions with MoEST officers, TTCs, and the Tanzania Institute of Education (TIE). • Actively participate in updating training contents and co-developing monitoring and classroom observation tools. • Ensure gender considerations are integrated throughout data collection, analysis, and deliverable design. Expected Deliverables The National Expert will jointly contribute to finalizing 4 key deliverables: • Deliverable #1: TCPD programme assessment report • Deliverable #2: Strategy to enhance teacher training on Foundational Learning • Deliverable #3: Updated TCPD programme • Deliverable #4: Monitoring tools and classroom observation tools Expert profiles : • Education: Advanced degree in Education, specializing in Teacher Continuous Professional Development. • General Experience: Minimum 6 years of experience in basic education, proven track record in capacity-building programmes, and conducting field surveys in Tanzania Mainland. • Languages: Full professional fluency in English and Swahili (written and spoken). • Eligibility: Tanzanian national or legal resident with a valid work permit. • Specific Skills: • In-depth knowledge of foundational learning teaching practices and active, child-centred pedagogies. • Strong expertise in field data collection methods and gender-responsive approaches. • Solid understanding of the competency-based curriculum and the challenges of the Tanzanian education system. • Demonstrated skills in workshop facilitation and project coordination.
