The consultant shall ensure that all construction activities are implemented in accordance with approved engineering designs, technical specifications, environmental safeguards, occupational health and safety requirements, and Action Against Hunger standards. The assignment will focus on supporting the timely completion, commissioning, and turnover of the facilities while ensuring compliance with Occupational Safety and Health (OSH), Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, environmental protection, and community safety requirements throughout the remaining construction period.Key activities in your role will includeABOUT THE PROJECTImplemented by Action Against Hunger with funding from the Spanish Agency for International Development Cooperation (AECID), the Resilient and Sustainable Green Economy Approach, also known as the Siargao Green Economy Project, is a pioneering initiative that promotes climate resilience and sustainable economic growth in Siargao Island, targeting the municipalities of Burgos, Del Carmen, General Luna, and San Isidro, Siargao Islands, Surigao del Norte. Rooted in inclusive and gender-transformative governance, the project engages local government, civil society, and the private sector to jointly foster a greener, more resilient future for communities that are highly vulnerable to both environmental degradation and the impacts of climate change.At its core, the project seeks to improve solid waste management systems and mainstream circular economy principles, promoting reduction, recycling, repurposing, and safe disposal of waste. These interventions not only address pressing ecological concerns but also open opportunities for community-managed livelihoods, trade, and rural development. By linking waste management with Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), the project strengthens preparedness, mitigation, and prevention strategies that protect both ecosystems and communities from disaster-related risks.The project also emphasizes community empowerment and private sector engagement. It develops platforms to raise awareness, build knowledge, and showcase green economy practices such as the use of alternative materials to plastics, eco-friendly technologies, and sustainable tourism approaches. Importantly, it ensures the meaningful participation of women, persons with disabilities (PWDs), older people, and other vulnerable groups, embedding gender equality and social inclusion in both governance processes and livelihood opportunities. SBCC plays a pivotal role in the project that drives awareness, fosters inclusive participation, and promotes lasting behavioral shifts essential for achieving sustainable solid waste management, circular economy practices, and climate-resilient green livelihoods in Siargao.KEY EXPECTED RESULTS OF THE CONSULTANCYAt the completion of the consultancy: Four Permanent Material Recovery Facilities are completed in accordance with approved engineering designs and project specifications.All construction work meets agreed quality, safety, and environmental standards.All contractors, skilled workers, and community laborers have received orientation and refresher sessions on Occupational Safety and Health (OSH), Prevention of Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and Code of Conduct requirements, with compliance monitored and documented throughout construction activities.Construction progress and contractor performance are effectively monitored, documented, and verified.Risks associated with remote island construction are appropriately managed and mitigated.All defects are resolved before project acceptance.As-built plans, final BOQ, and turnover documentation are completed and validated.LGUs formally accept facilities and are ready for sustainable operation.SCOPE OF WORKThe WASH Engineer Consultant shall serve as Action Against Hunger's technical representative for the supervision, quality assurance, and completion of the Permanent MRF construction works in San Isidro and Del Carmen, Surigao del Norte.The Consultant shall be accountable for ensuring that all infrastructure outputs are completed in accordance with approved specifications, within agreed timelines, and ready for sustainable operation and maintenance.Construction Supervision and Quality AssuranceProvide overall technical supervision of contractors throughout the construction period.Verify that all construction activities comply with approved plans, technical specifications, BOQs, applicable building codes, and engineering standards.Conduct routine site inspections and quality control checks for materials, workmanship, and construction methodologies.Review contractor work plans and recommend corrective measures whenever progress, quality, or safety standards fall below acceptable levels.Ensure that all completed works meet the structural, operational, and safety requirements necessary for MRF functionality and long-term sustainability.Contractor Performance MonitoringMonitor contractor personnel, skilled workers, and community laborers against agreed milestones, technical requirements, occupational safety standards, safeguarding requirements, and expected quality benchmarks throughout the construction process.Identify implementation bottlenecks, construction risks, and delays, and provide practical recommendations for corrective action.Verify completed construction accomplishments and certify work progress for payment processing and project documentation.Review and endorse requests for variation orders, if required, ensuring value for money and technical justification.Island and Remote Site OversightAssess logistical risks related to construction materials, equipment, and labor together with the Logistics Officer of the Base.Advise Action Against Hunger and contractors on practical measures to minimize construction delays associated with weather conditions, marine transportation, and site accessibility.Ensure that construction methodologies are adapted to local site conditions while maintaining engineering integrity and safety standards.Verify that material quality is not compromised during transportation and storage in remote locations.Environmental, Health, and Safety Compliance: The Consultant shall ensure that occupational health, safety, safeguarding, and accountability standards are continuously implemented throughout the remaining construction period by:Ensuring compliance with relevant Philippine environmental regulations, local ordinances, National Building Code requirements, and solid waste management standards.Monitoring contractor compliance with Occupational Safety and Health Standards (OSHS) and Department of Labor and Employment (DOLE) requirements.Conduct routine safety inspections and recommend corrective actions for identified hazards.Ensure continued implementation of OSH, safeguarding, and PSEA measures throughout the construction period.Verify that all workers receive orientation and refresher sessions on OSH, PSEA, Child Safeguarding, Code of Conduct, and community protection principles.Ensure proper recording and reporting of accidents, incidents, near misses, and safeguarding concerns.Monitor compliance with environmental mitigation measures including construction waste management, pollution prevention, noise control, and site rehabilitation.Promote Build Back Safer, Climate Resilience, Gender Equality, Do No Harm, and Community Protection principles throughout implementation.Stakeholder Coordination and Technical SupportServe as the primary technical focal person between Action Against Hunger, LGUs, contractors, barangay officials, and relevant stakeholders regarding infrastructure implementation.Participate in coordination meetings and provide technical recommendations to support project decision-making.Assist LGUs and facility management committees in understanding technical aspects of MRF operation, maintenance requirements, and infrastructure sustainability considerations. Work closely with the Field Officer in developing the Manual of Operations of the MRF.Final Inspection, Commissioning, and TurnoverConduct substantial completion inspections and develop punch lists of remaining works and defects.Verify that the contractor rectifies all punch-list items and identify defects before acceptance.Lead final technical inspections and commissioning activities.Validate completeness of as-built plans, warranties, operation and maintenance documentation, and other turnover requirements.Certify that the facilities are structurally sound, operationally functional, and ready for formal turnover to LGUs.Do you meet the profile required criteria?Licensed Civil EngineerTechnical engineering knowledge of civil, structural, and/or water supply, sanitation (WASH).Familiarity with the water supply, sanitation e.g. Sphere, Philippine Laws and LGU ordinancesFamiliar with water systems, chlorination, water testing and plumbing, and carpentry workloadsSignificant proven work experience in engineering (designing, preparation of BOQ and/or supervising) for water supply, sanitation and hygiene infrastructures projects.Experience in implementing water supply, sanitation, and hygiene including solid waste management infrastructures projects through cash/voucher modality is an asset, including supervising contractors.Familiarity with the local culture, ability to develop respect from a wide range of people, and strong ability to communicate effectively in line with WASH.At least 3 years’ experience in humanitarian organization, especially in the WASH.Excellent English, Filipino, Bisaya, Maguindanaon language.With good working knowledge on how to use Microsoft Office package e.g. Word, Excel, Powerpoint, Outlook, and TEAMS.Proficiency in the use of AutoCAD and SketchUp.Action against Hunger is committed to preventing any type of unwanted behaviour at work such as but not limited to sexual harassment, sexual exploitation and abuse, lack of integrity and/or financial misconduct; We expects all staff and volunteers to share this commitment through endorsing our code of conduct and other related policies and only those who share our values and code of conduct will be recruited to work for us.How to applyApplications can be sent by clicking the "Apply for this position" button that can be found in the lower right corner of this job link on or before 30 Sep 2026: https://employ.acf-e.org/index.php/positions/view/12359
