Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.ABOUT THE MISSIONSOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.ABOUT THE JOBGeneral objective:To strengthen the quality, accountability, monitoring, evaluation, and learning of humanitarian programmes through robust MEAL systems. The position supports effective monitoring, evidence-based decision-making, accountability to affected populations, data quality, programme adaptation, learning, and compliance with organisational and donor standards.The main challenges:Key Issues and ChallengesComplex humanitarian access constraints due to conflict, insecurity, intercommunal violence, checkpoints, and bureaucratic impediments, with rapidly changing security conditions.High-risk public health environments, including cholera, Ebola, and other outbreaks, requiring strict health, safety, and infection prevention measures.Coordination with local authorities to facilitate access, approvals, movement authorisations, and operational continuity.Need for technical coordination across sectors, partners, and operational areas.Variable team capacity requiring mentoring, coaching, and technical support to ensure quality and compliance.Limited communication infrastructure affecting reporting, information management, and operational follow-up.Ongoing structuring of the emergency, FSL, and MEAL setup following the recent scale-up, including reinforcement of systems and field capacities.High operational pressure requiring flexibility, surge capacity, rapid adaptation, and reprioritisation.Logistical constraints including poor road access, flooding, air transport dependency, fuel availability, and emergency supply prepositioning.Staff welfare and duty of care concerns linked to deployments in austere and insecure environments.Priorities for the first 2–3 months:Strengthen the MEAL department at coordination and field levels, harmonising systems, tools, processes, and reporting with organisational and donor requirements.Build MEAL and programme staff capacity through mentoring, training, supervision, and technical support, focusing on data quality, accountability, monitoring, and evidence-based programming.Reinforce and operationalise Feedback and Complaint Response Mechanisms (FCRM) and integrate community feedback into programme activities.Strengthen information management, data analysis, and reporting to provide timely and actionable information for decision-making.Security constraints:South Sudan remains a highly volatile humanitarian context marked by conflict, intercommunal violence, displacement, disease outbreaks, climatic shocks, and severe humanitarian needs. Conditions can deteriorate rapidly due to insecurity, political tensions, armed clashes, cattle raiding, flooding, and access constraints, particularly across Upper Nile, Jonglei, Unity, and Greater Equatoria. Bureaucratic impediments, poor infrastructure, and seasonal constraints further restrict access, requiring remote management and air transport.Juba remains comparatively stable, with access to accommodation, medical services, communications, and facilities supporting staff welfare and coordination. Safety measures include movement tracking, communication protocols, security briefings, contingency planning, and coordination with security actors and local authorities.Field conditions remain unpredictable. Ulang requires particular attention due to rapidly changing security and access conditions. Proven experience in designing and implementing monitoring frameworks, indicator tracking systems, and data collection methodologies.3. Experience in developing and managing accountability mechanisms, including Feedback and Complaint Response Mechanisms (FCRM).4. Strong information management and data visualisation skills, including proficiency in Excel and data management platforms such as Kobo, ODK, Power BI, or similar tools.Transversal Skills1. Arabic is a bonusSI WILL OFFER YOUA salaried position:According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.LIVING CONDITIONS:The Head of MEAL Department lives in a shared guesthouse with the other international staffs (own bathrrom and bedroom but shared kitchen and shared spaces)Individual room, with electricity 24/7.Internet and Phone network availableRestaurants and international food are availableThere is an internal curfew at night for international staffs - different zones are set (6-8-10PM). Curfew can be reduced based on security updatesThere is one driver available on evenings for movements out of office hours, 2 drivers during weekends daytime.Access to activities is possible for all (and encouraged!).In coordination, movements outside of Juba town (besides intervention location) for leisure are not permitted. Context: - Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis. - The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population. - On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By end of 2025, more than 1,000,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan). - More recently, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold. As a result, 9,3 million are in need of humanitarian assistance as of 2025. SI sectors of intervention: - The portfolio includes both WASH & FSL activities. SI's expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors and has been one of the first responders of the cholera response. Teh FSL component has become very important due to nwe grants that enlarged the portfolio of the mission Areas of operation: SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country. The teams will be deployed for up to 2 months per intervention adn the time in the coordination office only for limited time (sectors WASH and Cash). In additiomn, SI has three static offices in Malakal, Renk and Ulang, as well as 2 sub-offices in Fashoda and Baliet, always in Upper Nile.
