Protection Coordinator

Country: Syrian Arab Republic Organization: SARD Closing date: 26 Sep 2026 Background The Social Association for Relief and Development (SARD) is a humanitarian non-profit agency that provides emergency relief, rehabilitation, development assistance, and program services to vulnerable communities in Syria. SARD is solely dedicated to reducing human suffering and is non-political and non-sectarian in its mission. SARD has more than 80 humanitarian workers active in the Northwest of Syria, in partnership with various local and international humanitarian agencies. Up to 50,000 families receive support each year with Food, Shelter, Non-Food Items, WaSH, and Social Support. Field teams are supported by the Turkey-based 10+ staff whose main role is to coordinate, monitor, and report on activities. At present, SARD is working on the emergency response to the earthquake that hit Turkey and Syria on 6th February 2023. Responsibilities Under the direction of the Head of Programmes and of the Protection and Safeguarding Advisor, is responsible for the technical improvement of the Child Protection department, and for protection mainstreaming in all SARD programmes. Job Purpose: Technical guidance • Actively participate in case management meetings and provide technical guidance on the delivery of child protection services for unaccompanied and separated children, as well as children at risk of separation within vulnerable families. • Review and update, as required, Psychosocial Support (PSS) and Positive Parenting curricula, identifying gaps and recommending improvements based on emerging needs and contextual developments. • Ensure that all activities implemented by the team comply with internationally recognized quality standards and SARD guidelines. • Develop, review, and update protection tools, Standard Operating Procedures (SOPs), guidelines, and methodologies. • Ensure adherence to Child Protection Area of Responsibility (CP AoR) standards and relevant inter-agency guidance. • Ensure compliance with donor requirements and organizational policies and procedures. Programme design • Under the overall guidance of the Protection and Safeguarding Advisor, contribute to the development and implementation of the Child Protection (CP) programme strategy for SARD in Syria. • Coordinate with programme teams to gather ideas, lessons learned, and feedback for the development of new child protection project proposals. • Contribute to proposal development by providing technical inputs and supporting budget planning and design. Capacity building • Strengthen the capacity and technical knowledge of the Protection team to ensure the effective and timely delivery of high-quality programmes. • Accompany PSS and Case Management teams during field visits, providing technical guidance and recommendations based on direct observation. • Attend regular team meetings and proactively contribute to case discussions, technical problem-solving, and the identification of innovative solutions in line with best practices and technical standards. External coordination • Actively participate in meetings with donors, partners, and external stakeholders, providing technical updates, analysis, and recommendations. • Support the Protection Coordinator in maintaining effective relationships with donors, partners, and key technical agencies. • Represent SARD in relevant Technical Working Groups and coordination forums, as delegated by the Head of Programmes and the Protection and Safeguarding Advisor. Protection mainstreaming • Liaise with the Communications and Media team to enhance the visibility of the Child Protection programme through external communication channels, including social media. • Under the guidance of the Protection and Safeguarding Advisor, and in close collaboration with other SARD departments, promote and strengthen cross-sectoral programming and coordination. • Support the integration of protection principles across all humanitarian sectors and programme interventions. • Lead efforts to strengthen protection mainstreaming and ensure the establishment and maintenance of safe and effective internal and external referral pathways. Knowledge building and reporting • In collaboration with the MEAL team, develop and refine protection indicators, monitoring tools, and measurement frameworks. • Collect and analyse evidence and lessons learned from programme implementation, needs assessments, monitoring activities, and evaluations to inform programme design and strategic planning. • Monitor, identify, and analyse protection trends, producing regular protection analyses, briefs, and reports. • Support the design and implementation of research initiatives, ensuring adherence to the highest ethical standards and technical rigor to inform programming, strategic direction, policy development, and advocacy efforts. • Contribute to the timely preparation of internal and external reports, ensuring the inclusion of accurate technical information, analysis, and supporting documentation. Qualifications and Experience • BA in Social Work, IHL, Child Protection, International Relations, Gender & Conflict or other relevant field. Experience performing the duties of this job may substitute for the degree requirements. • At least 7 years of progressive responsible experience in protection programming. • Experience in humanitarian emergencies and conflict settings. • Experience in case management and PSS is essential. • In-depth understanding of the root causes of protection concerns, related international standards, and child protection prevention and response strategies. • Excellent analytical and data analysis skills. • Team leadership and mentoring ability. • Very strong interpersonal and communication skills. • Fluency in Arabic and English. • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment. • Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment. • Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.
