Hulo now regroups 19 organisations: ACTED, Action contre la Faim (ACF), Bioport, Care International, Fleet Forum, the French Red Cross (FRC), Handicap International / Humanity & Inclusion (HI), International Federation of the Red Cross and Red Crescent (IFRC), Intersos, International Rescue Committee (IRC), Médecins du Monde (MDM), Mercy Corps, Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Save the Children International, Solidarités International (SI), and Welthungerhilfe (WHH).Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise.hulo is co-lead, alongside WFP and NRC, of the Global Humanitarian Procurement Collaboration and Performance Initiative, a 12-month action (1 September 2026 – 31 August 2027) funded by DG ECHO that operationalises the reform priorities identified by the Humanitarian Leadership Group on Supply Chain (HLGSC) and its Procurement Thematic Working Group (TWG). The action establishes a Global Procurement Forum, develops and tests targeted procurement cooperation guidance, strengthens procurement integration into organisational and project-level decision-making, and develops and pilots a board-level procurement KPI framework, engaging around 30 organisations and 60 practitioners across the humanitarian procurement ecosystem.Overall scope of work expected from the Consultant:The Community Manager (NGO) and the WFP-hosted Community Manager (UN) are jointly responsible for representing their respective communities and for co-constructing the Global Procurement Forum, the future consolidating platform for humanitarian procurement coordination. The two Community Managers co-design the Forum’s methodology, jointly consult on and structure the transition of the Procurement Thematic Working Group (TWG) into the Forum, and build on existing initiatives and conclusions – including the Inter-Agency Procurement Group (IAPG) and the HLGSC’s own prior work – rather than duplicating what already exists. The Forum is the articulation point between the community and the action’s three other results (procurement cooperation guidance, procurement integration, and the KPI framework): the Community Managers maintain a collaborative system of consultation so that work under these results is shared with, and progressively validated by, the TWG/Forum.The Consultant is expected to:1. Co-construct the Global Procurement Forum’s methodology and structure, jointly with the Community Manager (UN)Jointly design the Forum’s methodology, structure and ways of working with the Community Manager (UN), building on existing networks and initiatives (e.g. IAPG) and on the HLGSC’s own prior conclusions, so that the Forum builds on what already exists rather than duplicating it.Contribute an NGO perspective to the consolidation of the procurement coordination landscape and gap analysis, co-validated with the Community Manager (UN).Expected Deliverable: Jointly co-constructed Forum methodology and structure, and a shared coordination-landscape and gap analysis.2. Facilitate and manage the transition of the Procurement TWG into the Global Procurement ForumSupport consultation on, and structuring of, the TWG’s current ways of working, jointly with the Community Manager (UN), to inform the Forum’s future operating model.Jointly manage the practical transition from TWG to Forum, preserving continuity of membership, engagement and institutional knowledge.Expected Deliverable: Documented TWG-to-Forum transition plan, co-developed with the Community Manager (UN).3. Coordinate the Forum as the articulation point between the community and the other teams working on the projectEstablish and maintain, jointly with the Community Manager (UN), a system of consultation between the TWG/Forum and the teams delivering procurement cooperation guidance, procurement integration tools and the KPI framework, so this work is shared with and can be contributed to by the wider community.Support a collaborative approach whereby outputs from the three results are progressively shared and validated through TWG/Forum consultation, culminating in their consideration by the Forum.Expected Deliverable: An operating system of consultation linking other teams to the TWG/Forum, jointly maintained with the Community Manager (UN).4. Support NGO participation in Forum governance design and validationSupport outreach, scheduling and facilitation of targeted consultations on Forum governance (mandate, membership, decision-making, accountability) with NGO members and networks, identifying NGO cooperation needs to feed into the Forum’s governance terms.Maintain participant records, comments, matrices and decision records for NGO-related consultations.Expected Deliverable: Documented NGO consultation record and comments matrix, and NGO cooperation needs feeding into the Forum’s governance package.5. Support Forum operationalisation, value proposition and follow-upJointly with the Community Manager (UN), support establishment of the Forum’s consultation calendar, workplan and action-tracking mechanism.Support the definition of a clear, well-scoped Forum value proposition and set of outputs, recognising the limited time and resources of participating organisations.Expected Deliverable: Operational Forum workplan and a clearly defined value proposition reflecting participants’ limited time and resources.6. Contribute to wider action communications and visibilitySupport collection and coordination of NGO-related content for knowledge products, human-interest stories and social media aligned with the action’s visibility plan.Support maintenance of the participant and stakeholder register, ensuring accurate disaggregation by organisation type.Expected Deliverable: NGO-related content contributions and updated stakeholder register entries.Qualifications and Experience:Interested Consultants should possess the following qualifications and experience:Bachelor’s or Master’s degree in international relations, communications, humanitarian studies, or a related field.Experience in community management, stakeholder engagement or network coordination, ideally within humanitarian or NGO networks.Familiarity with humanitarian procurement or supply chain coordination structures is an asset.Strong organisational, facilitation, and written communication skills.Experience facilitating co-design or participatory methodology development with multiple stakeholders is an asset.Proficiency in MS Office and CRM (or equivalent) tools.Languages: English and French (essential).Management and Reporting Lines:The Community Manager (NGO) works under the direct line management of the Project Manager, HLGSC Procurement TWG.The Community Manager (NGO) shares joint responsibility with the WFP-hosted Community Manager (UN) for representing their respective communities and for co-constructing the Global Procurement Forum; the two roles co-design methodology and jointly manage the TWG-to-Forum transition.The Community Manager (NGO) also coordinates with the Facilitator and the Procurement Thematic Working Group, and liaises with the other teams working on the project so the Forum remains the articulation point between the community and the other objeectives of the project.Schedule:This consultancy targets 30% time engagement over the 12-month action period (1 September 2026 – 31 August 2027).Application & Contracting Process:The selected consultant will be contracted by hulo for the duration indicated above but is not expected to work full time throughout this period. He/She is expected to outline the main key steps of the process as part of the Expression of Interest (EOI). These tasks can be carried out remotely, with occasional in-person participation in hulo, TWG or Forum events where relevant.Hulo invites applications for the provision of services described above.
