Country: Iraq Organization: International Labour Organization Closing date: 20 Sep 2026 Conducting Three activities on Child Labour, Labour Inspection, and Occupational Safety and Health in Baghdad - September and October 2026 27 September 2026 - 29 and 30 September 2026 - 5-7 October 2026 • Background and Rationale: In line with the objectives of the "Building an Equitable and Inclusive Transformation (BEIT)" project, funded by the European Union and implemented by the International Labour Organization (ILO) in collaboration with the Ministry of Labour and Social Affairs (MoLSA), a series of workshops will be organized to strengthen national capacities and institutional coordination in key areas of labour governance and decent work in Iraq. The workshops will focus on three priority areas: strengthening national coordination mechanisms for the prevention and elimination of child labour; enhancing the knowledge and capacities of labour inspectors on the application of Labour Law No. 37 of 2015; and supporting the review and updating of national policies and mechanisms related to Occupational Safety and Health (OSH) and labour inspection. These areas remain important priorities for strengthening labour governance and promoting decent working conditions in Iraq. Effective action requires strong institutional capacities, clear coordination mechanisms among relevant national stakeholders, and a common understanding of national legislation, policies, and applicable international labour standards. Through technical discussions, practical training, policy dialogue, and experience sharing, the workshops will provide a platform for government representatives and relevant social partners and stakeholders to exchange views, identify existing gaps and challenges, and develop practical recommendations for strengthening national coordination and implementation. The workshops will also contribute to enhancing participants’ understanding of relevant ILO standards and good practices and their application within the Iraqi context. 2. Objectives 1. Workshop on National Coordination Mechanisms to Combat Child Labour Overall Objective To strengthen national coordination and cooperation among relevant institutions and social partners in preventing and eliminating child labour in Iraq, with a focus on enhancing the effectiveness of existing coordination, referral, monitoring, and follow-up mechanisms. Specific Objectives • Review the existing national institutional and coordination mechanisms for addressing child labour and identify key roles and responsibilities of relevant stakeholders. • Identify coordination gaps, operational challenges, and opportunities for strengthening cooperation among government institutions, employers’ and workers’ organizations, and other relevant actors. • Strengthen participants’ understanding of relevant national legislation, policies, and ILO international labour standards concerning the prevention and elimination of child labour. • Discuss mechanisms for improving identification, referral, information sharing, monitoring, and follow-up of child labour cases. • Promote stronger coordination between labour inspection and other institutions responsible for child protection, education, social protection, and law enforcement, as appropriate. • Develop practical recommendations and agreed follow-up actions to strengthen the national coordination mechanism for combating child labour. 2. Training Workshop for Labour Inspectors on Labour Law No. 37 of 2015 Overall Objective To strengthen the knowledge and practical capacities of newly appointed labour inspectors regarding the provisions and application of Iraq’s Labour Law No. 37 of 2015, as a foundation for subsequent training on labour inspection principles, procedures, and skills. Specific Objectives • Enhance participants’ understanding of the key provisions, scope, and objectives of Labour Law No. 37 of 2015. • Familiarize labour inspectors with the provisions of the Labour Law most relevant to their inspection functions and responsibilities. • Strengthen inspectors’ understanding of workers’ rights and employers’ obligations under the Labour Law. • Develop participants’ ability to identify potential violations of labour legislation and determine the relevant legal provisions. • Apply the provisions of the Labour Law to practical workplace situations through case studies, exercises, and group discussions. • Clarify the roles, responsibilities, and legal authority of labour inspectors in supporting compliance with national labour legislation. • Establish a common knowledge base among newly appointed inspectors in preparation for further training on labour inspection principles, procedures, tools, and practical inspection skills. 3. Workshop on Updating OSH and Labour Inspection Policies in Iraq Overall Objective To facilitate a technical and policy dialogue among relevant national stakeholders on strengthening and updating Iraq’s Occupational Safety and Health (OSH) and Labour inspection policies and mechanisms, taking into consideration national priorities, emerging Labour market challenges, relevant international Labour standards, and good practices. Specific Objectives • Review the current OSH and Labour inspection policy and institutional frameworks in Iraq. • Identify emerging needs and priorities that should be reflected in the updating of national OSH and Labour inspection policies. • Examine relevant ILO international Labour standards and good practices that can inform the updating of the national policy frameworks. • Strengthen coordination and dialogue among MoLSA, other relevant government institutions, employers’ and workers’ organizations, and other key stakeholders. • Identify practical priorities and recommendations for updating and strengthening OSH and Labour inspection policies and their implementation mechanisms. • Agree, where possible, on key next steps, responsibilities, and follow-up actions to support the policy review and updating process. • Participants • Each workshop will bring together participants, representing: • The Ministry of Labour and Social Affairs (MoLSA); • Employers’ organizations, including the Iraqi Federation of Industries and business associations. • Workers’ organizations and trade union federations. • Relevant ministries, such as Planning, Construction, Health, and Environment. • ILO technical staff. • A balanced gender representation will be ensured, and all participants will be nominated through relevant social partners. • 5. Logistics Requirements • Service provider will be responsible for all logistical arrangements, including venue setup, meals, interpretation, materials, and documentation. Venues must comply with UNDSS safety requirements and offer suitable lighting, connectivity, and audio-visual setup. Interpretation services (full day, up to 6 hours): The service provider shall provide qualified interpreters for the required language combinations (Arabic–English, vice versa and Arabic–Kurdish, vice versa, as applicable). The financial quotation shall clearly indicate, (i) the rate per interpreter for a full day of up to six (6) hours, and (ii) the total full-day package rate for the required interpretation service, including the number of interpreters proposed. The final number and deployment of interpreters will be confirmed by the ILO in accordance with operational requirements. . Conditions for the Venue Conditions that must be met in the hall: 1) The halls should have enough space for sitting, including registration table at the entrance, Per-each day 3) The hall should have easy access to a minimum of 2 toilets 4) The Hall should be sufficiently bright with good light and air conditioning. 5) The hotel shall arrange for fully functional electronic and audio-visual equipment and workshop materials (such as banners and/ or flags banners, data shows, wireless microphones, audio systems, teleconference equipment, etc.) 6) Fiber link with minimum speed of 32 MB. 7) Flipcharts with stands, whiteboard with paper, and markers • Meeting signage includes company logo to guide your guests. • 4-5 stars hotel and they must be approved by UNDSS. • Room on ground floor or higher (not basement floor) • Free Wi-Fi internet connection in the training room. • A minimum of 5 Universal Adapters. • Backup internet line. • Pens and notepads per day 7. Evaluation Criteria • The ILO will consider the Technically compliant/Cost effective quotation, with preference given to experience with UN agencies (preferably the ILO), companies which are registered in Iraq and the KRI, physical eitance on the ground in Iraq and preferably in Sulaymaniyah, and experience in managing events and logistics inside Iraq 10. Payment • If the contract to be issued in the local currency, then the ILO will only consider the UN operations exchange rate from USD to the meant currency • According to the ILO policy, the payments of services are performed 30 days after receipt of service to the satisfaction of the ILO. • The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO's satisfaction with the service. • Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.
