Country: IraqOrganization: International Labour OrganizationClosing date: 22 Sep 2026Capacity Building Workshop for the Directory of Labour and Vocational Training Staff from Federal Government MoLSA - In Sulaimani, Iraq - 05 - 07 October 2026Background and purpose / Objective for this Service:Credit Analysis for MoLSA StaffThe promotion of the Development of Small and Medium-sized Enterprises (SMEs) plays a central role in fostering inclusive economic growth, job creation, and resilience in Iraq. In partnership with the Ministry of Labour and Social Affairs (MoLSA) and with financial support from KfW, the International Labour Organization (ILO) is implementing the Promotion of the Development of SMEs in Iraq Project.As part of these efforts, strengthening the capacity of MoLSA staff in the area of Credit Analysis is important to support the Ministry's engagement with SMEs and financial institutions and to enhance the quality of financial assessment undertaken in the context of SME financing and related programmes. Credit analysis provides a structured approach to assessing the financial health, repayment capacity, business viability, risks, and financing needs of an enterprise. Developing practical knowledge in this area can enable MoLSA staff to better understand the requirements of financial institutions, engage more effectively with SMEs and prospective borrowers, and contribute to more informed and responsible decisions related to access to finance.Conditions that must be met in the hall:Free Wi-Fi internet connection in the training room.Not an underground hall.CoordinationThe service provider will liaise and report to Nazar Al-Hashamat at al-hashamat@ilo.org & shareef@ilo.org copying Miran Bakragha at bakragha@ilo.orgApplicationInterested applicants are requested to submit a complete quotation including price form and priced BOQ as per instructions in the tenderAll applications should be done through the dedicated platform-JAGGAER linked to the UNGMQuotation should remain valid for 90 days after the application deadlinePaymentIf the contract to be issued in the local currency, then the ILO will only consider the UN operations exchange rate from USD to the meant currencyAccording to the ILO policy, the payments of services are performed 30 days after receipt of service to the satisfaction of the ILO.The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO's satisfaction with the service.Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier.Evaluation CriteriaThe ILO will consider the Technically compliant/Cost effective quotation, with preference given to experience with UN agencies (preferably the ILO), companies which are registered in Iraq and the KRI, physical exitance on the ground in Iraq and preferably in Sulaymaniyah, and experience in managing events and logistics inside IraqImportant Notes:The supplier will be billed to ILO based on the actual number of participants and service ONLY.
