We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.The Geoscience Energy and Maritime (GEM) Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are four (4) areas of scientific programming within this division:Oceans and Maritime Programme (OMP) – assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.Georesources and Energy Programme (GEP) – assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.Disaster and Water Resilience Programme (DWRP) – assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.Earth and Ocean Observation Services – Promoting spatial data and systems analysis and capacity to improve decision-making to improve resilience and sustainable resource management.The role – Communications and Digital Engagement Officer will be responsible for delivering high-quality digital content, graphic design, video production, website updates and communications support activities for the Pacific Humanitarian Warehousing Program (PHWP). Working under the direction of the Communications Advisor, the position will support the implementation of programme communications priorities through content production, digital publishing, events support and communications coordination in alignment with SPC and GEM standards.The key responsibilities of the role include:Digital Communications and EngagementSupport the development and delivery of an annual digital communications plan, in coordination with the Communications Advisor, covering social media, web and digital knowledge products, consistent with SPC corporate brand and One SPC guidelines.Support day-to-day social media presence across relevant platforms, including content planning, creation, scheduling, community management and performance analysis.Produce a high volume of engaging short-form video and written content without compromising quality, and communicates the programme's work to diverse audiences.Stakeholder Engagement, Visibility and Communications ReportingSupport external communications and visibility with member country governments, development partners, UN agencies and regional partners.Produce communications products that meet partner reporting and branding requirements.Contribute communications inputs to quarterly and annual reporting, including data on digital reach, event delivery and stakeholder engagement activities.Capacity Building and Programme Communications SupportProvide communications guidance and practical support to programme staff to help them identify, capture and package communications-ready content from their technical work.Develop and deliver targeted guidance for programme staff on digital communications tools, content standards, brand guidelines and photography and video principles for field use.Support and deliver hands-on training for NDMO staff on video, photography and basic digital content production, to build their in-house communications capacity where this is limited.Events ManagementPlan and coordinate logistics for programme events, workshops and ministerial meetings, including regional meetings, launches and partner forums.Liaise directly with vendors, suppliers, venues and service providers – sourcing quotes, negotiating terms, and managing contracts, timelines and deliverables.Coordinate the layout and design of event communications materials, including invitations, programmes, signage and event-day collateral, working with designers and printers as needed.GEM Integrated Communications ContributionContribute content, digital assets, graphics or editorial support to GEM-wide social media, web and knowledge products where requested.Ensure communications products and digital assets are shared through GEM divisional channels and catalogued in accordance with GEM digital asset management standards.Ensure all communications products comply with SPC corporate brand guidelines and One SPC communications standards.For a more detailed account of the key responsibilities, please refer to the online job description.Key selection criteriaQualificationsBachelor's degree in communications, journalism, digital media, marketing, international development or a related field, or equivalent professional experience.Technical expertiseAt least 4–5 years of progressive experience in digital communications, events coordination or engagement roles, ideally in the development, humanitarian or international organisation sector.Demonstrated experience managing social media accounts and maintaining website content for an organisation or programme.Proven technical skills in graphic design and multimedia production – photo editing, short-form video (including reels) and infographics – for professional, social-media-ready digital content, using tools such as Canva or Adobe Creative Suite, with a track record of fast, consistent turnaround.Experience delivering hands-on training or capacity building to partner or government staff (e.g. on video, photography or content production).Experience managing and archiving digital image and media files, including metadata tagging and file organisation for easy retrieval.Demonstrated ability to apply storytelling techniques to produce engaging, culturally resonant content reflecting pacific communities and contexts.Experience coordinating events and liaising directly with vendors, suppliers, venues or printers, including sourcing quotes and managing contracts and deliverables.Demonstrated capacity to work independently, manage a varied and demanding workload under pressure, and take initiative.Understanding of Pacific regional development contexts, cultural values and communications sensitivities.Willingness and capacity to travel to SPC member countries, sometimes under difficult conditions.Language skillsExcellent English communication skills (oral and written) with a working knowledge of French being an advantage.Interpersonal skills and cultural awarenessAbility to work in a multicultural, inclusive and equitable environment.Salary, terms and conditionsContract Duration – 3 years – subject to renewal depending on funding and performance.Remuneration – The Communications and Digital Engagement Officer is a band 8 position in SPC’s 2026 salary scale, with a starting salary range of 2,146‒2,683 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,632–8,290 (USD 2,876–3,595; EUR 2,595–3,244). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Suva – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents.
