Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SOLIDARITÉS INTERNATIONAL has resumed its programs in Afghanistan in December 2021 and has initially established a presence in Bamyan, Kapisa, Wardak and Kabul provinces. As of today, activities are implemented in Bamyan, Herat, Nimroz and Farah provinces, with emergency activities that can be deployed all over the country. Operational bases are in Nimroz, Farah, Herat, and Bamyan city. Following a scale up over the course of 2023, the team is now made of 110 national and 9 international employees with an annual budget of around 4 M EUR. SI currently implements WASH and DRR/NRM programs. There are currently 3 grants under implementation: - CDCS (French MoFA): on responsive WASH programming across Afghanistan - ECHO consortium: In consortium with INTERSOS (lead) along with MdM on Health, Nutrition, and WASH services - ECHO consortium: In consortium with SCI (lead), INTERSOS and HI, the project responds to the returnee crisis at border points and informal settlements. SI response focuses on WASH and winterization. It is important to note that SI is part of many consortia, either as a lead or as sub, with both INGOs and NNGOs. For 2026, the main stake will be first to keep the current position with CDCS, AHF and ECHO (existing main donors) with new funding, as well as donor diversification (private and public). SI is aiming to take a stronger position on natural resources management and on ensuring better WASH services especially for women. The SI team consists of 36 national staff in Nimroz, 13 national staff in Bamyan, 39 national staff and 1 international staff member across the south-west region, and 37 national staff and 8 international staff based at the coordination office in Kabul. About the job GENERAL OBJECTIVES: As part of the coordination team and reporting to Country Director, and working closely with the program and support departments at coordination level, as well as the base teams, the Grant Manager is the mission’s focal point on ensuring accountability to donors. Specifically, he/she is in charge of: 1. Contributing to the mission’s strategic development. 2. Monitoring and identifying funding opportunities in line with SI country and global strategy. 3. Overseeing compilation of timely and high-quality proposals, reports and contract modification requests for submission to donors and consortium partners. 4. Monitoring compliance with donor procedures and building capacity of new and existing staff on internal accountability tools and donor procedures. 5. Proactively following-up on donor contractual obligations, from contracting to closing and archiving, and ensuring contractual obligations are known and understood by relevant staff/departments. 6. Centralizing and preparing relevant documentation for external audits and audit report archiving. ISSUES AND SPECIFIC CHALLENGES: • Multiple consortia with several partners complexifying grants follow up • Strong decrease of funding leading to important fund-raising activities • Multi hated position: grants, visibility, partnership, requiring a lot of autonomy and organization PRIORITIES ON THE 2-3 FIRST MONTHS: • Kick-off meeting and contractualization of potential projects • Proposal Development for ECHO HIP and development donors • Final reports and MoUs SECURITY CONSTRAINTS: • "For expats : Limited possibility of movement in Kabul: guest houses of other NGOs, UN Compounds, 3 supermarkets / malls are validated. As well as several restaurants. • Missions on the field are possible to all SI operational bases • Security situation is stable, but close monitoring is on-going as it could become volatile again • For women expatriate few specific security rules are implemented each building is equipped with hibernation room. Your profile DIPLOMAS & EXPERIENCE: • Bachelor or Masters' degree in Social Science, Business Administration, Economics, Project Management, Public Administration and Development Studies or any related fields of study. • 1-2 Years of professional experience in Grants Management, Donor Reporting, Compliance Management & Proposal development with International Organizations. • Experience in the humanitarian sector: 3-4 years • Experience on a similar position: 3-4 years SKILLS TECHNICAL SKILLS: • Familiarity with donor systems (e.g., ECHO, AHF, CDCS, UN Agencies & etc.) • Experience with project cycle management (PCM) • Excellent report writing skills TRANSVERSAL SKILLS: • Autonomy/being pro-active/highly organized • Ability to work under pressure • Communication (both internal and external) LANGUAGES: • Fluent English • Proficiency in Dari and/or Pashto or French will be an asset SI will offer you A salaried position: According to experience, starting from EUR 2365 gross per month (2150 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600. SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks' periods, SI grants one (1) additional rest day per month worked. Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: Office and Guest House conditions: guest houses and offices are in two separate building within the same compound. Office are fully equipped, guest house is equipped with nice bedrooms and individual bathrooms. Common spaces are the kitchen, terrasses, one salon and one dining room. TV installed, and gym equipment in the basement of the guest house. Internet and telephone network: internet connection OK, 4 G globally available without issue in Kabul. Restaurant & social life: few restaurant are validated and available for deliveries with a good diversity. Social life is possible in other NGO guest houses (or SI guest house as well) with a limited number of people gathering and UN couponds. 4 Supermarkets / Malls are validated and located close to SI coumpound. Possibility to eat the food of the cook for lunch and dinner during the working days. Security level is 2 in Kabul, there is limited movement by foot allowed outside the coupound and movement by car described as above.
