Senior Finance Officer

Country: Syrian Arab Republic Organization: REACH Initiative Closing date: 6 Oct 2026 Assignment The IMPACT/REACH Syria mission, present in Damascus since 2025 and with activities in Syria since 2012, has traditionally had finance support from both the Acted Syria mission as well as dedicated IMPACT/REACH support in Amman. Since a shift in activities and location to Damascus, IMPACT/REACH is in the process of setting up a more independent finance structure to support activities in Syria. As such, IMPACT/REACH is looking for an experienced Senior Finance Officer, with ability to lead and advise on financial priorities, think critically about and manage financial workflows, meet financial deadlines, and oversee relevant finance staff. Prior experience in managing finances for NGOs is essential, including budget development (with ability to proactively consult relevant team members to develop a high quality budget), financial reports, budget follow up (with ability to analyze and forecast spending, as well as advise senior management on financial decisions), and financial allocations and transactions. We are looking for someone who has an excellent finance background with experience in use of Excel and financial management software, and an ability to think creatively, lead independently, and advise senior managers in making wise financial decisions. Under the supervision of the IMPACT Country Representative and the IMPACT Regional Finance Manager, the Senior Finance Officer is responsible for all financial tasks related to supporting the IMPACT/REACH Syria mission. OBJECTIVES Provides leadership to the IMPACT/REACH Syria finance team in ensuring that financial workflows are established, efficient, and effective Acts as a senior advisor to the IMPACT/REACH senior management in ensuring that financial decisions are based on accurate, up-to-date financial information Ensures that all financial budgeting and reporting deadlines are met on time Works closely with Acted Syria finance and IMPACT regional finance to ensure that all financial processes are followed according to compliant procedures FUNCTIONS General financial management and leadership • Supports IMPACT/REACH management as relevant in coordinating finance-related activities with relevant stakeholders, and provides guidance in setting objectives and implementing workflows that allow the team to be efficient and effective • Conducts regular financial analysis and updates and advises IMPACT Country Representative on key financial decisions, including highlighting spending status and offering solutions if needed • Contributes to the development of financial strategies to optimize profitability and minimize risks • Acts as focal point for coordinating inputs or submission to Acted and IMPACT senior management and HQ teams in a timely manner and independently without requiring follow up, may manage 1-2 additional finance staff Budget management • In coordination with the IMPACT CR, IMPACT RFM, and Acted CFM, lead in the preparation of budget proposals based on allocation tables, forecasting, and consultations with relevant program and finance teams • Ensure that budgets are submitted on time, quickly, and are presented in both internal format and converted accurately into donor formats when required • Follow up on validation of budget and make changes to budget as required by HQs or country management • Check, manage, and follow up on project follow up documents on a monthly basis to ensure that spending and financial allocations match the allocation tables • Lead in updating monthly allocation tables, timesheets, and running cost tables on time and accurately, in coordination with program, operations, and finance teams on spending plans Accounting management • Ensure all financial and accountancy procedures are implemented and respected at the area level • Check the coherence of the cashbook, saga, and cash balance before closing the accountancy for each week and the end of each month • Ensure that all documentation (programmatic, procurement, or otherwise), is as per policy and in accordance with external donor regulations, before preparing any financial payments Financial reporting • In coordination with relevant focal points, ensure that monthly follow up reports are completed accurately and on time • Close accurately the final expenditure report and ensure its adherence to the project plan before sharing with HQ for final reporting • Prepare accurately and in a timely manner all financial reports in the correct donor format and coordinate validation and approval from all stakeholders within Acted and IMPACT Reporting and audit support • Ensure financial oversight and ensure that all IMPACT processes are compliant with audit processes • Attend audits as requested by Acted finance and compliance team and be prepared to lead on accurate responses regarding IMPACT finances • Prepare IMPACT inputs and coordinate with IMPACT HQ to provide inputs as requested by Acted finance team in preparation for audit Other financial tasks Support on any other financial task related to IMPACT Syria’s financial health KEY PERFORMANCE INDICATORS • Accurate and on time financial analysis provided monthly to senior management • Accurate and on time budgets are prepared in coordination with country teams • Accurate and on time reporting and follow up processes are executed each month • Proactivity and leadership in ensuring finance tasks are executed at high quality QUALIFICATIONS • University degree in accounting, finance, economics, business administration or equivalent • At least 4 years of experience progressively managing financial tasks and analysis required • Strong leadership skills in financial management and analysis • Excellent knowledge of excel, word, and outlook • Familiarity with accounting software (e.g. 1C; SAGA, QuickBooks) • Extreme attention to detail, with an ability to spot numerical errors and fix formulas • Self-organizational skills and ability to identify necessary taskswork independently • Previous experience in NGO/INGO preferred • Ability to communicate in both Arabic and English How to apply Interested and qualified applicants should apply by filling out the application form through this link Senior Finance Officer – Fill out form Only the shortlisted candidates will be contacted.
