Country: Democratic Republic of the CongoOrganization: International Medical CorpsClosing date: 7 Oct 2026JOB SUMMARY: The Medical Director is primarily responsible for technical vision, strategy, design, implementation and management of the health programs at senior management level. The Medical Director will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Director will make frequent visits to the field sites to ensure the highest standards of service delivery. This role will ensure high-quality clinical services in all IMC-supported health facilities. The role will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Medical Director will represent IMC in the national Health Cluster, Health Forum and other technical and health-strategic inputs during proposal development periods.To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.MAIN TASKS AND RESPONSIBILITIESTechnical Monitoring and Program QualityProvide technical supervision of, and technical support to the organization’s health programming activities.Ensure activities are consistent with established best practices, acceptable international (WHO/Sphere) and national standards as well as ensure programs across different sites in the country are of comparable quality by encouraging transfer of good practices from one field site to another.Ensure health programs utilize standardized protocols, policies and guidelines according to the Ministry of Health and WHO.Work closely with the country director, senior management and field teams to determine the operational needs of the medical program within the scope of the grants;Oversee the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirementsReview monthly field and donor reports and ensure appropriate follow-up and decision making on data relevant to the organization’s health programs;Where feasible work with government health authorities and international agencies such as WHO to ensure implementation of standardized national health information systemsWork with field teams, partner agencies (when applicable) and national health authorities for outbreak preparedness and contingency planningEnsure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.Ensure all stakeholders, including senior management team, the Technical Unit and donors are provided with updates, following the established reporting structures.Ensure all IMC staff are trained on the IMC Accountability Code;Inform beneficiaries about their rights and the existence of the circuit to formulate complaints in case of non-satisfaction so that corrective measures are applied;Assist staff in charge of satisfaction questionnaire administration to perform their work independently without interference;Collaborate with M/E department to enable the proper implementation of the complaint management mechanism and its functioning;Work with M/E department to ensure that feedback from communities is part of the M/E exercises, and features in M/E and program reports;Program DevelopmentEstablish and build the capacity of a country technical unit which should include program and sector leads to be engaged in business strategic planning and developmentWork with senior management team, field teams, regional desk and the Technical Unit in strategic planning for future health programs.Work with Programs Director and management team to draft concepts for future funding following the protocols and formats of each relevant donor.Provide technical input during proposal development and technical reviews, and feedback to the field to improve the quality of the final proposals;Strive to ensure as much as possible different health related sectors (Mental health, Nutrition, and VAWG) are integrated into proposed programs.Work with senior management team to improve understanding of and engagement with donors to improve awareness of IMC’s activities, capacity and strategy and understand donor prioritiesRepresentationRepresent the organization to UN, health cluster, international and national NGOs and Ministry of Health at health coordination meetings as well as other meetings which are relevant to country programs and enhance the organization’s visibility (i.e. task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings)Serve as the principal liaison with MOH on matters related to the program to ensure programmatic accountability contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and standpoint regarding internal and external actors.Represent IMC and its health programs at donor meetings and with other stakeholders as neededPromote health programming and staff at senior management team meetings, pipeline meetings and other internal forums as neededHuman Resources ManagementAssist in the recruitment, selection and training of qualified program health staff.Maintain open lines of communication with all field staffTrain senior national staff to increase their responsibilities to build capacity and ensure sustainability of programs.Ensure professional development for expat and national health staff through assessment of training needs and capacity building activities.Work closely with the health teams to determine the training needs of the medical staff.Overseeing trainings of all national healthcare staff, including national Doctors, non-physician clinicians, nurses, midwives and other technical staff to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure sustainability of programsWorking RelationshipsWork closely with country senior management team and the Health Technical UnitEnsure program process through communication with country team to ensure coordination of programs supplies are consistent with management of budgets, including budget forecasting, development of spending plans.SecurityCollaborate with security officer/CD to maintain security of health staff in the fieldEnsure application and compliance of security protocols and policiesPerform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily comprehensive.Job RequirementsMINIMUM QUALIFICATIONSA Medical degree, with a master's degree in public health preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.Typically, 10+ years of relevant and progressive experience in health programs (preferably developing country or low-resource setting with an NGO) and at least 7+ years at the senior management level with project design, development of concept notes and technical proposals, and the management of projects relating to primary health care, maternal and child health, maternal and newborn health (MNH), infectious diseases, non-communicable diseases, emergency response, public health or other aspects of health programming as appropriate to the contextExperience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’sExperience managing multiple projects across several grants in a complex and dynamic country contextMust have excellent communications skills, both oral and writtenExcellent organizational skills and ability to handle multiple tasks in a dynamic environmentAbility to relate to and motivate staff effectivelyCreativity and the ability to work with limited resourcesAble to analyze and interpret data and track program performance against program indicatorsPossess excellent facilitation skillsAbility to effectively present information and respond appropriately to questions from various stakeholders (i.e.: senior managers, counterparts, senior government and rebel leaders and other related regional players)Ability to work with a broad spectrum of peopleAdditional Technical or Language RequirementsEthical Conduct at International Medical CorpsAs part of a global, humanitarian team dedicated to saving lives, easing suffering, and building self-reliance, International Medical Corps staff are responsible for adhering to our Code of Conduct and Ethics and for knowing and abiding by International Medical Corps policies and standards.
