UNICEF is committed in supporting the institutionalization of the early childhood care and development (ECCD) system in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Likewise, UNICEF is a member of the Bangsamoro ECCD Technical Working Group (TWG) of the Regional Sub-Committee for the Welfare of Children (RSCWC) and is working closely with the government in advancing the ECCD agenda in the region. Specifically, the regional government deemed it necessary to develop and implement a curriculum that is relevant and contextualized for all children in early childhood in the whole region. Currently, early learning facilities in BARMM are utilizing different curricula depending on its availability and accessibility (e.g. downloaded from websites). In addition, very limited number of Child Development Workers (CDWs) were trained on utilizing the National Early Learning Curriculum (NELC) while the Tahderiyyah Curriculum was only utilized in the Madrasah. With this curriculum, the regional government can issue a memorandum directing all LGUs to follow a standard curriculum, monitor its implementation and document the progress of children. Thus, this consultancy will help the region in developing their own Bangsamoro Early Learning Curriculum that is also anchored in the revised Philippine Early Learning Development Standards (PELDS). However, before the development process of early learning curriculum will be realized, there is a need to first conduct a comprehensive review process of the existing curricula in the region to assess how they are being implemented, identify what works and the bottlenecks, and provide strategic recommendations on how BARMM can proceed with developing its own early learning curriculum moving forward.
