UNICEF is committed in supporting the institutionalization of the early childhood care and development (ECCD) system in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as stipulated in the signed Joint Roling Workplan with the Ministry of Social Services and Development (MSSD) and the Ministry of Basic, Higher and Technical Education (MBHTE). Likewise, UNICEF is a member of the Bangsamoro ECCD Technical Working Group (TWG) of the Regional Sub-Committee for the Welfare of Children (RSCWC) and is working closely with the government in advancing the ECCD agenda in the region. Specifically, the regional government envisions an ECCD framework that is relevant in the context of BARMM and a ECCD policy and program expert is needed to support this important milestone. Where the policy consultant will craft and develop the contextualized ECCD system policy with guidance from the TWG that institutionalizes a whole-of-society approach to ECCD, including mechanisms for private sector engagement, public-private partnerships, and business investments that support early childhood development outcomes in BARMM. This consultancy will provide a robust situation analysis of children in early childhood including the existing environment. This will provide solid evidence on policy actions for the Bangsamoro ECCD policy in the region. This consultancy work is very critical as this will contribute to providing ECCD direction in the region, define its structure and management mechanisms, and guide respective local government units (LGUs) in planning, budgeting and implementation of a comprehensive and integrative ECCD program for children 0 to 8 years old in BARMM.
