Child marriage and early union remain significant challenges in Viet Nam, particularly among ethnic minority girls, rural communities and poorer households. The prevalence increased from 10.6% in 2014 to 14.6% in 2021, affecting millions of girls. Child marriage is driven by a combination of poverty, school dropout, limited access to sexual and reproductive health and rights (SRHR) information and services, and harmful gender and social norms. At the same time, it further exacerbates gender inequality, increases the risk of adolescent pregnancy, limits educational and economic opportunities, and contributes to the intergenerational transmission of poverty. Although Viet Nam has laws prohibiting underage marriage, enforcement is inconsistent and harmful social norms continue to sustain the practice. UNICEF is engaging a national M&E consultant to support the development of a comprehensive monitoring and evaluation framework that will guide the monitoring, evaluation and documentation of the intervention’s implementation process, results and emerging results, including through baseline and endline assessments.
