We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations. Overview: NP has been working in Ukraine since 2022 within conflict-affected communities and individuals across Odesa, Mykolaiv, Kherson, Donetsk, Dnipropetrovsk and Kharkiv Oblasts. Working through Unarmed Civilian Protection (UCP), NP centers local communities in preventing violence and promoting positive peace. NP’s programming focuses on building capacities within local communities to engage in nonviolent self-protection methods such as protective accompaniment/presence, community-led safety and security initiatives such as conflict de-escalation techniques and early warning/response mechanisms. Secured funding spans several years and offers an exciting opportunity to be at the forefront of sustainable, civilian protection. The Monitoring and Evaluation Coordinator will be in the Program Development department and is responsible for overseeing Monitoring and Evaluation (M&E) in Nonviolent Peaceforce in Ukraine (NPUA). This position is open to international and national candidates. Job Summary: The Monitoring and Evaluation Coordinator will be responsible for overseeing M&E processes and initiatives across NPUA programming functions. The role will contribute to strategic design which supports the continued relevance, effectiveness, and efficiency of NPUA programming. The M&E Coordinator will be responsible for NPUA’s assessments, knowledge products, and evaluations. This includes developing data collection protocol, data analysis, report writing, and internal and external dissemination of results. The M&E Coordinator will additionally lead and manage NPUA’s M&E and Assessment team. Key Responsibilities: Internal Monitoring and Evaluation • Oversee the development of NPUA’s MEAL strategy in coordination with the Programmes team, Head of Programmes, Programme Development Manager and Partnerships team; • Create and tailor M&E tools to accurately capture, measure and assess NP and partners’ UCP methodology, interventions and impact; • Manage processes related to information management; including oversight of field and regular reporting protocols (using Salesforce), project-based monitoring and evaluation activities; • Oversee the continuous development of NPUA’s M&E systems, including approaches and tools that facilitate the acquisition and aggregation of relevant programming data; • Guide the design of data quality assurance procedures and training to ensure accurate and consistent data collection amongst NPUA field teams and partners; • Communicate regularly with field teams to support the implementation of M&E and identify adaptations and gaps, regular field visits are also expected; • Lead capacity-building efforts within NPUA, and provide continuous support to ensure that M&E maintains requisite levels of quality throughout programming; • Guide the regular sharing of the outputs of M&E findings with management and field staff; including reporting of assessments, evaluations, programme data, lessons learnt and good practices; • Act as a central focal point within the country office for M&E technical assistance and support including; senior management, technical advisors, and field staff; • Willingness to travel to project sites for direct team and partner engagement support when necessary. External Monitoring and Evaluation • Manage processes related to external M&E activities including developing consultancy Terms of References, reviewing consultants’ applications, interagency representation and partner coordination; • Oversee all external M&E products and ensure requisite quality, including of needs assessments, thematic assessments, knowledge products, evaluations and studies; • Where required, lead on outsourcing assessments and evaluations to external agencies/firms/individual consultants and the recruitment of supervisors and data collectors; • Support capacity sharing initiatives and processes with NPUA’s partners to ensure strengthened monitoring, evaluation and learning across funding streams; • Where third party monitoring / evaluation services are engaged, ensuring that external evaluators understand and are able to evaluate NP’s UCP methodology; • Monitor M&E NGO processes and knowledge products to provide advice, best practices and recommendations to NPUA senior management. Research, Data Collection and Data Management • Manage quantitative and qualitative data collection and analysis for the purposes of programme development and reporting; • Develop protocols for internal and external research initiatives; • Work with the NPUA Programmes team to identify research needs, projects and potential partnerships; • Lead on data analysis, report writing and dissemination of assessments, baselines and evaluations. Programme Development • Lead M&E design in programme and proposal development, particularly in the areas of Logical Frameworks, Performance Measurement Frameworks etc; • Provide technical support and guidance on M&E design and tools; • Work with the programme development team to create Theories of Change, where required, with clear objectives and results, utilising NP’s UCP methodology Team Management • Provide technical and administrative management for a minimum of two staff members (Monitoring and Evaluation Officer, and Assessment and Monitoring Officer), with the potential for further team expansion. This includes leading recruitment processes, objective setting, probation period reviews, performance appraisals, development of staff, managing performance (including poor performance where applicable) etc. • Motivate and inspire the NPUA M&E team through instilling best practices, providing technical guidance and leading with integrity; • Coach staff to develop their understanding of Monitoring and Evaluation, through sharing research concepts, technical support, approaches and skills; • Support staff to learn and utilize software, such as Excel, Kobo, Salesforce and other relevant programmes. Preferred Qualifications and Experience: • Batchelor’s degree in Statistics, Demography, Development Studies, Sociology, Applied Research or other social sciences field • At least 5 years of relevant experience in Monitoring, Evaluation, Accountability and Learning • Experience working in an NGO, research facility or similar organisation • Experience in data entry and analysis software such as Kobo, SPSS, STATA, Microsoft Excel and Access • At least 4 years of experience in managing and motivating teams, with proven results in team output and positive morale • Excellent communication, writing and presentation skills with excellent written and spoken English language • Strong skills in Microsoft Office and data management applications. Hardware IT skills are an additional asset • Experience of managing and prioritising a high workload with a flexible approach to challenging and evolving environments • Familiarity and interest in humanitarian protection, peacebuilding and violence prevention programming and how to measure impact in these sectors Skills and Competencies: • Excellent M&E technical skills and in-depth knowledge / understanding of M&E and strategic project planning documents such as Logical Frameworks, Theories of Change, Indicator Tracking Tables, Results Frameworks etc • Experience with qualitative, quantitative and participatory M&E methods and system design • Proficient in several relevant online tools, including Salesforce platform, PowerBI, Microsoft Office suite etc • Proficient analysis and communication skills for the purpose of report writing and presentations • Able to manage and motivate teams in a structured, results-orientated way and uphold professionalism and integrity as a leader • Knowledge and understanding of the Ukrainian socio‐economic, cultural and political conditions • A self-motivated, results-oriented person able to work independently without close supervision • Able to work effectively in a diverse team environment • Comfortable with frequent travel to field locations and living/working in moderate risk security conditions • Able to effectively promote the mission, values and objectives of Nonviolent Peaceforce Working Conditions: • This field position may include challenging living conditions, limited access to amenities and a potentially unstable security environment • It is important that candidates have the ability to adhere to strict security protocols, maintain high level of integrity and exercise sound judgement SPECIAL NOTICE: Nonviolent Peaceforce is an equal opportunity employer.
