Country: KenyaOrganization: Norwegian Refugee CouncilClosing date: 9 Oct 2026FORM Kenya hosts approximately 836,466 refugees and asylum seekers with the majority residing in Dadaab and Kakuma/Kalobeyei camps as well as in urban areas. Children and youth constitute more than 80% of the refugee population. Refugee communities continue to face the effects of conflict, displacement, poverty and climate-related shocks.The Norwegian Refugee Council (NRC), with support from a variety of donors, implements Information, Counselling and Legal Assistance (ICLA), Water, Sanitation and Hygiene (WASH), Education, Shelter, Emergency Response and Energy and Environment interventions across Nairobi, Kakuma, Kalobeyei and Dadaab refugee operations.NRC supports displaced populations in refugee camps and surrounding host communities in Garissa and Turkana counties, informal settlements resident to urban refugees as well as climate-affected communities in the Arid and Semi-Arid Lands (ASAL) region. Our interventions focus on delivering assistance and promoting long-term solutions for displacement-affected populations.NRC in Kenya intensified its localisation efforts in 2023 and as NRC develops its 2027–2030 Strategy, locally led solutions are at the heart of its vision, reflecting a commitment to empowering local actors and advancing sustainable, context-driven humanitarian outcomes.The objective of this Expression of Interest (EoI) is to identify qualified Refugee-Led Organizations (RLOs) that can support project delivery, strengthen community outreach and engagement and facilitate access to services and information at the community level.Through this process, NRC seeks RLOs with comparative advantages based on:Geographical Scope:Organizations with an operational presence in one or more of the following locations:Kakuma Refugee CampKalobeyei SettlementDadaab Refugee ComplexNairobi County: Informal settlements resident to urban refugeesProgrammatic Scope:Organizations should demonstrate experience and capacity in one or more of the following areas:Community engagement and mobilizationEducation programmingWater, Sanitation and Hygiene (WASH)ShelterEmergency ResponseEnergy and EnvironmentInformation, Counselling and Legal Assistance (ICLA)Disability inclusionCommunity outreach and awareness raisingChild wellbeing and protection programmingAdvocacyOrganizations should also be able to demonstrate:Established presence within refugee and host communities.Existing mechanisms for accountability to affected populations.Previous projects implemented either independently or in partnership with NGOs, UN agencies or the government.Structures that ensure community participation in programme implementation.Ability to represent diverse community voices including women, youth, persons with disabilities and other marginalised groups.How to applyAnnex 6 - CALL FOR EXPRESSION OF INTEREST.docxFORM Interested RLOs are encouraged to apply by filling up the application form below and submitting it to KE.LocalPartnership@nrc.no by 9th October 2026 2359HoursLocation:KenyaKakuma Refugee CampKalobeyei SettlementDadaab Refugee ComplexNairobi Refugee OperationsThese are the targeted implementation locations for programming through partnership.
