Consultancy – Food Insecurity and armed groups

Organization: Geneva Call Closing date: 24 Oct 2026 Department: Policy, Research & Legal Work place: Remote Duration of the Consultancy: Approximately 50-60 working days depending on rate between November 1 to January 31 Objective The objective of the consultancy is to conduct a global mapping of armed groups and de facto authorities’ (AGDAs) policies and practices and assess how they contribute to or threaten food security for conflict affected communities in order to generate evidence-based insights for programmatic decisions. Scope of Work and Key Tasks • Identify and document AGDA policies, directives, and practices affecting food security with a particular focus on Geneva Call’s areas of operations. • Categorize practices along a spectrum from enabling to obstruction to harmful, including in relation to access to land, agricultural inputs, and natural resources; freedom of movement; taxation; looting; governance of markets, pricing, and distribution systems; facilitation of humanitarian access; and deliberate attacks or destruction, sieges, or blockades affecting access to or availability of food. • Map variations depending on different types of armed groups (groups controlling territories, community-based groups, etc.) and the territorial governance context (contested, consolidated). • Gender and inclusion lens to assess the differentiated impact on women, children, marginalized or minority groups, and returnees. • Develop data collection tools to gather relevant information from Geneva Call field colleagues and other external stakeholders and undertake key informant interviews or focus group discussions. • Analysis and reporting: Produce two final reports: first, an internal report with detailed findings, typology of AGDA practices, implications for engagement based on humanitarian norms, guidance on how to integrate all aspects of food insecurity into Geneva Call’s work, and recommendations for training and engagement materials; second, an external report to highlight key trends and evidence for advocacy purposes. Expected Deliverables Deliverable & Timeline • Inception Report (methodology, work plan, data collection tools, preliminary desk review November 13: Final timeline to be adjusted as needed • Comprehensive desk review and tool refinement November 20: Includes analysis of existing Geneva Call materials • Data collection period December 10: Compilation of survey and consultation input • First version of internal report December 23 • Revised version of internal report First draft of external report January 15 • Final versions of internal and external report January 31 Total estimated level of effort: approximately 50-60 working days depending on rate between November 1 to January 31. Selection criteria Education • Advanced degree international relations, political science, humanitarian law or human rights, develoment studies or related discipline. Personal skills • Minimum of 10 years of relevant professional experience in humanitarian action, human rights fieldwork, /or conflict analysis. Technical skills • Proven experience in food security, livelihoods, or protection programming in conflict affected or fragile settings. • Demonstrated expertise in gender and inclusion analysis, with attention to the differentiated impacts on women, children, marginalized groups, and returnees. • Strong track record in qualitative research methods. • Excellent analytical and reporting writing skills, with experience producing both internal and external deliverables. • Familitary with international humanitarian law and other relevant legal frameworks. Languages • Excellent communication skills in English (required). • Knowledge of French or Arabic (an asset).
