Country: IraqOrganization: CTG (Committed To Good)Closing date: 30 Sep 2026Overview of positionThe ELISS Project Objective is to address critical problems related to living standards of conflict-affected people with acute needs by expanding equitable access to services with particular attention to the distinct needs and vulnerabilities of women and girls. The project’s expected outcome is to improve living conditions of the population in the targeted areas of Sinjar district (Ninewa Governorate).In line with Phases I, II and III of the LIRA projects, the activities under ELISS Project take place in rural areas (as a priority) in Sinjar. The main component of the project is construction and rehabilitation of war damaged houses, construction and rehabilitation of drinking water supply stations including water wells construction and development; capacity building of private and public sector in Sinjar district under the Ninewa Governorate of Iraq.While the housing component is actively undergoing construction, the water supply infrastructure remains in the initial assessment and design phase. Upon appointment, the successful candidate will primarily lead the mechanical assessment and mechanical engineering design for the water supply components, alongside executing the comprehensive responsibilities detailed in the Terms of Reference below.Role objectivesReporting directly to the Project Manager, the mechanical Engineer is expected to perform the following duties and responsibilities:● Determine, review and establish the local and international policies, standards and specifications required for mechanical engineering work related to building construction and refurbishment, water supply stations and water wells, water supply networks for the project in Iraq.● Carry out inspections of the water supply facilities to be constructed, assess the current situation of the mechanical systems, and design suitable upgrades/replacement of existing mechanical systems to meet the local and international standards and specifications applicable, and in consultation with all stakeholders. And or, propose, design the replacements and new installations.● Prepare and/or review detailed mechanical engineering design documentation including drawings, specifications and scope of work reports to be included in water supply facilities construction tender documents.● Prepare quality control and quality assurance documentation related to mechanical engineering work for new water supply facilities. and rehabilitation works.● Assist the PM, Deputy PM, Water Supply Engineer and the QA/QC Engineer in the preparation of bidding documents for the new water supply facilities.● Supervise on-site works carried out by contractors closely on a day-to-day basis to ensure quality of the works is monitored and controlled as per specification requirements.● Prepare and submit progress reports to the Project Manager/Deputy PM at intervals agreed upon.● Ensure safety and health of everyone involved in the project and general public by identifying risks and threats, planning, implementing and maintaining internationally acceptable safety standards in all aspects, at all stages of the project.● Ensure all design and construction of water supply facilities and mechanical works is carried out in accordance with and in compliance with industry standards and international best practice energy efficiency principles, standards, guidelines and specification.● Provide expert advice to all stakeholders including contractors, PM/Deputy PM, project staff, clients and donor agencies on Mechanical engineering related water supply facilities works where required.● Preparing Mechanical drawing package including for new and or rehabilitation works.● Preparing Mechanical SOW (scope of work) with technical specification including water wells, pump stations, water supply networks and related works, plumbing and fire protection systems.● Designing and preparing a package of water supply and sanitation systems for small and medium scale projects. Using S-pipe and D-pipe or any other relevant and applicable software● Create and review technical drawings, plans, and specifications using computer software and prepare design packages in line with client`s design planning manual and design reviewers' instructions.● Coordinate while required, with design reviewers and incorporate their comments if any.● Perform detailed documentation to track project development and design process● Ensure project timeline is met and project stays within budget● Support the project team in the evaluation and endorsement of objectives and goals of contractor plans, including staffing and budgeting, milestone descriptions, risk management strategies, detailed schedules and scope descriptions, and work breakdown structures● Check to assure all materials and /equipment have been tested, submitted and approved.● Review all submittals to ensure compliance with the plans and specification● Inspect all material, equipment and mechanical tools delivered, at the time of receipt, to ensure compliance with submittals, and specifications.● Resolve technical problems at site and the certification of construction work at site.● Recommend design changes, cost reductions, warranty improvements, and manufacturing issues.● Perform other duties as may be assigned.● Establishment of procedures with time limits for inspection, sampling and testing of works and all other electrical requirements.● Implementation and monitoring of quality assessments. Supervises the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of Quality Records.● Review all submittals to ensure compliance with the plans and specification● Daily/Weekly/ Monthly report to the Project Manager on project progress activities.Project reportingMechanical Engineer is to be reported to Project Manager (PM)Key competencies● Excellent oral and written communication skills.● Strong interpersonal skills and ability to work as part of a team● Very Good Knowledge in written and oral English and Arabic languages is required.● Experience in the usage of computers and software packages (Autodesk AutoCAD, Microsoft office and mechanical design software).Team managementThis role has no team managementFurther informationHow to applyTayo
