The PC will ensure high-quality, timely, and donor-compliant delivery of activities across WASH, Food Security and Livelihoods (FSL), Protection, and Health, implemented both directly by World Vision International (WVI) and through local partners.The PC will work closely across all departments, including Technical Advisors, Grant Acquisition and Management (GAM), Finance, People and Culture (PnC), Partnerships, Security, Program Support, to ensure the project is donor-compliant and implemented well and on time.The PM will work closely across all departments, including Technical Advisors, Grant Acquisition and Management (GAM), Finance, People and Culture (PnC), Partnerships, Security, Program Support, to ensure the project is donor-compliant and implemented well and on time.Major Responsibilities:1. Project Implementation and Quality AssuranceCollaborate with the NES Area Manager to develop and supervise project activities. Ensure alignment with project/program goals and objectives.Following up monthly on the Detailed Implementation Plan (DIP) aligned to the project, and quality assurance checks across activities, ensuring adherence to technical standards, MEAL frameworks, and accountability principles.Plan and oversees of WASH, FSL, health, and protection activities and interventions in the targeted locations according to project timelines and objectives.Coordinate with partners and stakeholders to ensure smooth implementation of activities.Monitor project progress and make adjustments as necessary to achieve.Build and sustain working relationships with authorities and health directorate counterparts, with regular follow-up and engagement, recognizing that government partnership is essential for effective implementation and sustainabilityCommunicate logistical, administrative, or safety needs clearly and follow up to ensure timely resolution.Ensure all project activities adhere to internal policies, donor regulations, and humanitarian standards2. Financial and Operational ManagementEnsure sound financial management and expenditure tracking for assigned projects, in collaboration with the Finance and Operations teams.Monitor burn rates and ensure proactive measures are taken to achieve financial performance within donor-approved limits.Monitor burn rates and ensure proactive measures are taken to achieve financial performance within donor-approved limits.Support operational efficiency by coordinating with Supply Chain, PnC, and MEAL units to resolve bottlenecks and maintain smooth implementation flow.3. Reporting and LearningEnsure timely and accurate submission of narrative and financial reports in line with donor requirements as per the MoU and WVI standards.Maintain comprehensive project documentation, including activity reports, PMIS updates, meeting minutes, incident reports, and other relevant records.Support the development and periodic update of project work plans/PIP, procurement plans, budget plans, and logical frameworks.Support data collection and documentation of lessons learned and challenges in collaboration with the MEAL team.Work with the Communications team to document success stories and best practices to inform future programming and contribute to organizational learning.Contribute to internal and donor reports as required, ensuring accuracy and consistency in coordination with NES AM, MEAL, Finance, Communications, GAM and other.4. Teams & Partners ManagementCollaborate closely with the staff, implementing partners, and service providers to ensure that project activities are kept on track.Lead, monitor & maintain relationships with partners; Regularly engage with field staff/partners to ensure quality design, implementation, and flow on project goals;Lead information-sharing systems (regular meetings, visits, shared web‐engines, etc.);Supervise, mentor, and build the capacity of project officers and field teams, promoting teamwork, accountability, and professional growth.Lead coordination with cross-functional teams to ensure integrated and coherent project delivery.Support the Area Manager in identifying staffing needs and contributing to performance management processes.Provide input into partnership assessments, capacity building plans, and performance reviews.5.Coordination & Stakeholder EngagementExternally:Coordinate operations under the project externally with other local stakeholders and NGOs operating in the area of project implementation;Liaise with local partners, authorities, and relevant stakeholders to ensure coordinated implementation and strong community engagement.Represent the organization in sectoral or coordination meetings as delegated by the Area Manager.Internally:Coordinate operations internally for the projects with all relevant departments;Engage with Technical Advisors to ensure project alignment with technical standards and best practices.Regularly engage with GAM at the design and acquisition stage to ensure GAM has all the needed inputs and information from the donors.Lead the donor’s operational communication after the signing of the agreement while keeping the GAM involved.Other tasks assigned by line manager or higher management.Knowledge/Qualifications for the RoleRequired Professional ExperienceExperience in the Syria-NES context is required.Experience in management of multi-sectoral projects including at least two of the following sectors WASH, FSL/Cash, Health, Nutrition, or ProtectionCultural sensitivity and adaptability;Strong communication skills with the ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners;Ability to work with a reasonable level of comfort in high tension and high security risk situations;Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environment and physical hardships;Required Education, training, license, registration, and certification:Bachelor’s degree in International Development, Business Administration, Engineering, Social Sciences, or a related field.Proven training in humanitarian standards (Sphere, Core Humanitarian Standards, or similar).Strong knowledge of project cycle management and budget monitoring tools.Strong English and Arabic communication skills (oral and written);A minimum of 4-6 years operational management humanitarian experience with preference given to project management experience in an emergency context.Preferred Knowledge and QualificationsExcellent analytical skills and ability to think strategically, innovatively, and practicallyExcellent budget management and development skillsExperience in mainstreaming cross‐cutting issues into organizations, change management, and/or organizational developmentUnderstanding of the Humanitarian Coordination architecture.Travel and/or Work Environment RequirementThe position will be based in Syria NES-Hassakeh and travel to RaqqaThe PC MUST travel to the project location in Hassakeh and Raqqa (within the same governorates at least once every 2 weeks), or as requested by the line manager.Physical Requirements:Ability to work under pressure with tight timelines.Ability to travel between projects locationsLanguage RequirementsEssential: Strong English communication skills (oral and written)Essential: Strong working knowledge of Arabic (oral and written)How to applyIf you meet our requirements, please submit your resume via the link below; only applications submitted via our link are accepted.
