About The Opportunity Location: Somalia, with field travel to project locations Contract Type: Short-term consultancy / project-based Status: Proposal-stage recruitment Sector: WASH / Water Resources / Institutional Capacity Development Application Deadline: As soon as possible / applications reviewed on a rolling basis Accord Worldwide, Inc. is inviting expressions of interest from qualified water-sector professionals for a proposed institutional capacity-building assignment in Somalia. The assignment relates to institutional capacity assessment, training needs assessment and curriculum development supporting water and sanitation institutions at federal and Federal Member State levels. We are currently seeking specialists for the following two positions: 1. Water Utility & Institutional Finance Specialist The specialist will support assessment of the institutional and financial capacity of water utilities/agencies, including financial sustainability, revenue collection, tariff structures, contract management, organizational arrangements, and readiness for Public-Private Partnership (PPP) and sustainable water-utility business models. Minimum profile: • University degree in Public Finance, Corporate Finance, Business Administration, or a related field. • At least 7 years of relevant professional experience. • Demonstrated experience assessing water-utility financial sustainability, revenue collection and/or tariff structures. • Experience with contract management, PPP arrangements and/or utility business models. • Experience in WASH, water utilities, institutional strengthening or public-sector capacity development is highly desirable. • Experience in Somalia or another fragile/conflict-affected environment is an advantage. • Experience with UN agencies, multilateral development banks or international development organizations is desirable. 2. Groundwater, Water Quality & M&E Specialist The specialist will assess institutional and technical capacity related to groundwater and water-quality monitoring, digital monitoring and data-management systems, and monitoring and evaluation frameworks. Minimum profile: • University degree in Hydrogeology, Water Resources Engineering, or a closely related discipline. • At least 7 years of relevant professional experience. • Demonstrated experience in groundwater and/or water-quality monitoring systems. • Experience with water-sector data management, digital monitoring platforms and/or M&E frameworks. • Experience in WASH, water-resource management and institutional capacity development is highly desirable. • Experience in Somalia, the Horn of Africa or another fragile/conflict-affected environment is an advantage. • Experience with UN agencies, multilateral development banks or international development organizations is desirable. Assignment requirements Candidates should be willing and able to undertake field travel in Somalia. The anticipated assignment involves engagement with government institutions, Federal Member States, water utilities/agencies and other stakeholders, including activities associated with Dollow (Jubaland), Qardho (Puntland), and South Galkayo (Galmudug). Candidates with broader expertise spanning both technical water-sector management and institutional/utility capacity development are encouraged to apply and may indicate interest in either or both positions.
