The P4 Human Resources Manager has a key role in leading, coordinating and quality-assurance under the overall direction of the Chief of People and Culture. The incumbent supports coherent client allocation and workload management across HRBPs; provides technical guidance and escalation support on complex or sensitive cases; promotes consistent application of policy across client groups; and ensures that business partnering is integrated with the team's functional focal-point model. Functional leads retain technical ownership and quality assurance for designated areas such as talent acquisition, employee lifecycle and entitlements, learning and performance management, workforce analytics and post management, while HRBPs coordinate client needs and refer matters requiring specialist review or approval to the relevant focal point. Given the demands of the L3 emergency, the model is deliberately flexible. The incumbent is expected to facilitate cross-pillar support during recruitment surges, staffing gaps, R&R and other absences, and periods of heightened operational demand, ensuring continuity of P&C service delivery and appropriate Officer-in-Charge arrangements when required. The role also uses workforce data and analytics to identify emerging people risks, staffing requirements and service-delivery bottlenecks, and to support evidence-based decisions by senior management.
