Through a multi-component approach, the project has the intended outcomes of providing technical assistance and support in the following key electoral areas: • Enhanced efficiency, transparency and inclusiveness of the electoral management and administration through improved institutional capacity and legislative reforms; • Strengthened institutional capacity of the SCE to perform its mandate and attributions in a sustainable and independent manner; • Effectiveness and transparency of the EDR mechanism enhanced through technical assistance to the Constitutional Council, • Inclusiveness and participation of vulnerable and marginalized groups in the electoral processes enhanced and • Strengthened institutional capacity of the parliament to function, debate and adopt key reform legislation. war operational context into a focused set of feasible institutional and policy measures ahead of the upcoming parliamentary elections. The initiative responds to accessibility and electoral-continuity challenges arising from damaged public infrastructure, displacement and continued instability, particularly in the South. It focuses on four priority reforms: • Accessible Mega Centres; • Reactivation of the Administrative Committee established under Decree 2214/2009; • Pre-registration and choice of polling location, including displaced voters; and • Inclusive voting and candidacy procedures. The consultancy will provide specialized technical expertise on electoral inclusion, accessibility and disability-inclusive electoral processes. It will support PWD NGOs in translating available evidence, legal and institutional provisions, and identified barriers into practical policy proposals and an implementation roadmap for the upcoming parliamentary elections. The assignment will support: • Consolidation and analysis of evidence from the 2025 electoral monitoring exercise, previous UNDP-supported activities, relevant legal and institutional provisions, and available information on post-war polling-centre accessibility and availability. • Development of four concise, evidence-based policy briefs covering the four priority reforms. • Development or technical validation of minimum accessibility criteria for Mega Centres, covering physical access, transport and parking, internal circulation, voting facilities, signage, accessible information, communication support, emergency procedures and reasonable accommodation. • Targeted institutional consultations with relevant electoral and government stakeholders, including documentation of responsibilities, feasible options, required data, agreements and outstanding issues. • Technical input to accessible public communication products and the four short accessible videos, ensuring consistency with the proposed reforms. • Technical support to the preparation of Commitment Day and the resulting commitment matrix, ensuring commitments are specific, attributable and suitable for follow-up. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the general supervision of the UNDP Governance and Rule of Law CTA and in close coordination with the LEAPS team, the consultant shall: A. Evidence Review and Analysis • Consolidate evidence from PWD’s 2025 electoral monitoring, previous UNDP-supported work, relevant legal and institutional provisions, and available information on damaged or inaccessible polling centres. • Identify key accessibility barriers affecting voters and candidates with disabilities, distinguishing verified evidence from information requiring validation. • Assess the implications of displacement, damaged infrastructure and access constraints, particularly in the South. • Identify relevant institutional mandates, coordination needs and priority actions. B. Policy Development and Accessibility Framework • Provide technical input to four concise policy briefs, outlining the issue, evidence, proposed solution, responsible institution and required action. • Develop or validate minimum accessibility standards for Mega Centres, covering access, transport, circulation, voting facilities, signage, interpretation, communication support, emergencies and reasonable accommodation. • Ensure recommendations are rights-based, practical and operationally feasible. • Contribute to an implementation roadmap with responsible institutions, actions and indicative timelines. C. Institutional Consultation and Coordination • Support the preparation and technical facilitation of consultations with the Ministry of Interior and Municipalities and other relevant government and electoral stakeholders. • Prepare briefing materials and technical inputs for consultations. • Document agreed actions, responsibilities, required information and outstanding issues. D. Accessible Communication and Commitment Day • Provide technical input to four accessible videos, ensuring consistency with the policy recommendations. • Coordinate with the Media and Communications Specialist on accessible and consistent public messaging. • Support the preparation and delivery of Commitment Day, including presentation of the four reforms and supporting evidence. • Contribute to a commitment matrix capturing stakeholders, commitments, next steps and indicative timelines. E. Quality Assurance and Reporting • Review outputs for technical accuracy, clarity, consistency and alignment with project objectives. • Ensure recommendations clearly identify responsible institutions and required actions. • Incorporate UNDP feedback and finalize outputs within agreed timelines. 3. EXPECTED OUTPUTS AND DELIVERABLES The Consultant is expected to complete the above tasks and activities within 2 months (without exceeding 18 working days per month). 4. INSTITUTIONAL ARRANGEMENTS With day-to-day management the designated project manager or institutional focal point. UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work. Day-to-day transportation from home to office (and own means. The Consultant will rely on his own means of communication and transportation. 5. STANDARD MINIMUM QUALIFICATIONS • Education: A Bachelor’s degree in Social Work, Sociology, Humanities, International Relations, Development studies, social sciences, or a related field is required. • Experience: A minimum eight (8) years of relevant experience in work related to Persons with Disabilities (PWDs), PWD-led organizations, civil society, human rights, social inclusion, participation, rights-based programming, or disability-related research and data. • Language: Fluency in English and Arabic. “The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment”.
