As its main activity, GEG is contracted to conduct Field Programs Support (FPS) on behalf of the United States Government (the client). The position will be responsible for supporting all of GEG’s programs and activities with several stakeholders funded by varying donors.GEG is the Field Program Support lead for Team Credence and the Humanitarian Assistance Support Contract (HASC). Founded in 2007, GEG supports Team Credence on the HASC contract through the provision of readiness and operational crisis response support services to the client around the world, including third-party monitoring. The GEG headquarters is near Winchester, Virginia with our global team based all over the world.POSITION OVERVIEWThe Field Monitoring Specialist (FMS) will perform Field Programs Support (FPS) activities on behalf of GEG/Team Credence in support of the client in Peru.The FMS will monitor the performance of Implementing Partner (IP) interventions funded by the client. The FMS will engage with key stakeholders including IPs, community members, and key informants including local authorities, and report back on findings. These findings facilitate the client’s ability to ensure IP compliance with contractual agreements, ensuring that activities on the ground are implemented to governmental and industry standards, and adhere to Do No Harm protocols.The FMS will be responsible for conducting field visits in areas where the client has IPs providing development assistance in Peru and create reports based on the data collected. The objective of each field visit will be to monitor the work of a client IP. The FMS will support technical and logistical aspects of site visit planning and adhere to all security-related recommendations.POSITION RESPONSIBILITIESThe FMS will be responsible for the following:Develop a Contextual Understanding of the Strategic Program Goals: The FMS will develop an understanding of the program and its indictors while also maintaining knowledge of the client’s strategic program goals, M&E standards, award portfolio, and priorities.Develop a Monitoring Framework: In coordination with the GEG team and the client, the FMS will support the development of a monitoring framework, associated data collection tools, and reporting template.Monitor Client Programs: The FMS will perform monitoring of client-funded projects in accordance with the thematic and geographical priorities identified by the client and in agreement with the IPs. The FMS will utilize a mixed methods approach of tools pre-approved by the client to check for any “Red Flag” issues and verify the quality of programming based on client performance criteria. The FMS will maintain regular contact with client IPs. He/she will travel to partner implementation sites to verify project activities and document progress and challenges (including access issues) against approved project scopes. The FMS will report to the client on partner progress and share beneficiary feedback. The FMS will provide regular verbal and written reporting to client activity managers and other entities on issues related to the programs they support and on the overall situation in Peru. This will include providing regular reports on site visits, attending meetings, context, and other issues that impact relief and development efforts. The FMS will ensure all reporting adheres to assigned templates and guidance used for the team to ensure the standardization of reports.Assist Client Staff in Conducting Remote Site Visits (if requested): The FMS will assist client staff in implementing virtual or remote site visits, if requested, to areas where client staff cannot travel. The FMS will work with client staff, including technical specialists, and client IP’s to plan and conduct these remote site visits.Link to Client’s Technical Standards: Where feasible, the FMS will use client technical standards for monitoring and assessment; guidance on these techniques will be provided by client field and monitoring and evaluation (M&E) staff. All data gathered by the FMS will be anonymized, will protect the privacy of respondents, and will be encrypted. Travel is expected between 50-75% of the time.Working ConditionsThe FMS will work from their living quarters and will not require an office. The FMS will travel to project sites using a combination of locally arranged transportation and implementing partners’ vehicles.The advisability of safe travel will be determined by the FMS after consultation with client staff, GEG contracted security support, and the client’s implementing partners who work in the targeted area. The FMS will adhere to security management directives and policies as prescribed by these parties or face disciplinary procedures. If there are issues related to immigration so that the FMS can work in Peru, GEG can offer legal support services on an ad hoc basis. The FMS will be expected to provide their own IT and communication equipment.The FMS will take the appropriate number of leave days as stated in the HR policy.
