The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.Supply Chain is a network of people, organizations, resources, processes, activities, and tools working together so that supply meets demand.The technical domains to design and run a Supply Chain include procurement, warehousing, transport, customs, demand planning & inventory management, supply information systems, supply processes synchronization and user service management.As a Strategic Planning and Projects Management Coordinator, you lead the strategic planning and project management office (PMO) function for the Supply Chain department of the Operational Centre Brussels and the joint Supply ecosystem with Ubuntu Operational Directorate. You support the Supply Chain Management Team in ensuring that priorities in countries of operation, departmental ambitions, and strategic initiatives across the MSF movement are aligned and fully operational.You steer the Supply Chain department's strategic planning and budgeting cycles, helping transform the strategic ambitions of the Operational Centre Brussels, Ubuntu Operational Directorate and the wider MSF movement (including SPARC and Supply Chain Transformation initiatives) into measurable roadmaps. In doing so, you ensure coherence, impact, and long-term sustainability across Supply Chain activities and may contribute to the formalization of inter-operational directorate partnerships.Occasionally, you provide strategic planning and PMO support to other MSF units, including departments within Operational Centre Brussels, the General Direction and the International Office.You will report to the Supply Chain Director. You will have no team to directly manage.MAIN RESPONSIBILITIESStrategic Planning and Strategic CyclesLead the Supply Chain contribution to MSF's strategic planning cyclesEnsure that strategic ambitions from countries of operation, Operational Centre Brussels, Ubuntu Centre, the European Supply Chain Centre and the Supply Chain department are translated into and integrated within Supply Chain roadmapsMonitor the implementation of strategic priorities and ensure alignment between departmental objectives and organizational ambitionsProject Management OfficeLead the Supply Chain Project Management Office (PMO) and set project/scrum management standards across the departmentMonitor initiative prioritization, interdependencies, risks and resource allocation to ensure timely delivery of valueCoach and support Supply Chain staff involved in project delivery, using both agile and waterfall methodologiesPromote effective change management practices across projects and initiativesLead the Supply Chain budgeting and prioritization process at headquartersCapture priorities from countries of operation and ensure alignment with departmental ambitionsProvide the Supply Chain Management Team with the information required to assess priorities and arbitrate trade-offs where necessaryData-Driven Strategy and Decision SupportDevelop and maintain portfolio performance and strategy analyticsProvide timely and reliable qualitative and quantitative insights to support governance and decision-making bodies, including to the Supply Chain Management TeamIdentify trends, risks and opportunities, and recommend actions to support strategic objectivesInter-Operational Center Collaboration and RepresentationAct as the focal point for Supply Chain participation in selected inter-operational directorate initiatives.Contribute to the negotiation and formalization of collaborative agreements and partnerships, such as the Ubuntu Common Supply Chain EcosystemRepresent Supply Chain interests in selected cross-organizational strategic discussions and working groups.Strategic Framework for Countries of OperationOversee the development and maintenance of a framework for multi-year strategic planning in countries of operationEnsure strategic coherence across countries of operation and facilitate the integration of operational priorities into departmental planning cyclesOrganisational Transformation and Change AdoptionSupport the implementation of change management strategies within the Supply Chain department and countries of operationFacilitate the adoption of new ways of working, processes and organizational changesContribute to transformation initiatives that strengthen the effectiveness and sustainability of Supply Chain operationsREQUIREMENTSEducation & ExperienceMinimum 3 years of relevant experience in program/portfolio management, ideally using waterfall and agile methodologies and within an international environmentAn advanced certification in program, portfolio or project management is a strong assetProven experience in change management is a strong asset.
