It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.The Europe and Asia Entity at DCAF works across Eastern Europe, the South Caucasus, Central Asia and other parts of Europe and Asia, providing policy advice, capacity-building, technical assistance and support to institutional reforms. Its work covers areas such as democratic oversight, accountability, integrity and anti-corruption, human rights, defence and security governance, and institutional resilience, working closely with governments, parliaments, security institutions, civil society and international partners.For our field office in Kyiv, Ukraine, we are looking for a highly-motivated and dynamic individual to be our next Resource Manager (Europe and Asia).Location: Kyiv, UkraineStarting date: As soon as possibleWork rate: 100%Duration: 2-year fixed-term contract *The roleThe Resource Manager is responsible for the effective, compliant and transparent management of the financial, administrative and logistical operations of DCAF’s Ukraine Field Office. The position ensures that the office has the financial and operational resources required to function effectively, that payments and administrative processes are handled accurately and in a timely manner, and that DCAF’s internal procedures and relevant requirements are consistently applied.The Resource Manager oversees the day-to-day financial, administrative and logistical management of the Kyiv Field Office, ensuring effective resource management and compliance with DCAF procedures. The position supports programme implementation, contributes to sound financial oversight and provides relevant financial and administrative information to support operational decision-making.Within the team structure, the Resource Manager provides dedicated country-level finance, administration and logistics support to the Head of Field Office and programme team, while maintaining close coordination with the Fund Manager and relevant finance, administration and corporate services functions at DCAF headquarters. The position reports to the Fund Manager in Geneva and works closely with the Head of Field Office on country-level operational and administrative matters.Key areas of operationMonitor the availability and use of financial resources at country level, ensuring that sufficient funds are available for approved office and programme-related expenditures and flagging potential gaps or issues.Process and coordinate payments and financial transactions, ensuring that supporting documentation is complete, accurate and compliant with DCAF procedures and applicable requirements.Maintain accurate financial and administrative records and support Geneva-based finance colleagues with audits, financial reviews and other financial control processes.Manage the day-to-day administration and logistics of the Kyiv Field Office, including procurement, office services, assets, travel arrangements and other operational requirements.Provide financial and administrative support to programme teams, advising colleagues on applicable procedures and supporting the efficient implementation of programme activities.Identify and flag financial, administrative and operational risks and coordinate with the Head of Field Office and relevant Geneva-based functions on appropriate follow-up and corrective action.Your experienceAt least 7 years of relevant professional experience in finance, accounting, administration, logistics or a related field, preferably within an international organisation, NGO or other international working environment.Professional proficiency in English and Ukrainian, with the ability to communicate effectively with Ukrainian colleagues, partners and international teams.Demonstrated experience in financial administration, payment processing, expenditure monitoring, financial documentation and audit support.Experience in office administration, procurement, logistics, asset management and/or travel coordination, preferably in a field-office or international organisation setting.Strong organisational and numerical skills, with a high level of accuracy, attention to detail and compliance, and the ability to manage multiple financial and administrative tasks effectively.Ukrainian citizenship at the time of application is a prerequisite.We offera rewarding, dynamic and meaningful work experiencethe chance to be part of a diverse team of collaborative, respectful, hardworking and values-driven peoplethe chance to contribute to advance the security of all people through nationally owned, inclusive, and participatory security sector reforms based on international norms and good practices.the position is offered on the basis of an official employment contract, with all applicable taxes and statutory social security contributions paid by the employer in accordance with Ukrainian legislation.the expected net monthly salary (after applicable taxes and employee social security contributions) is EUR 2,000–2,200, depending on qualifications and relevant experience.* The post remains subject to continued project funding.How to applyIf you think you are a good match for DCAF and you are enthusiastic about joining our team, please apply online by 25 October 2026 enclosing:a one-page motivational statement in English describing your relevant experience and what you can bring to DCAFa concise CV (maximum two pages)a copy of your diplomas and work certificates (in one pdf document)DCAF is committed to equality of opportunity and encourages applications from all qualified candidates regardless of sex, age, disability, gender identity, religion, or ethnicity.DCAF is bound by the legal requirements and regulations regarding the issuance of work permits of the jurisdictions in which we operate.
