The organization works in close partnership with local stakeholders and CSOs, aiming to strengthen resilience and promote inclusive development.Its main office is in Yangon, with several sub-offices in the country.In the past five years, CESVI’s work has focused on Education in Emergency (EiE), Rural Development, Financial Inclusion, Food Security, Livelihoods, and Natural Resource Management, alongside WASH, shelter, and cash-based interventions. In rural development, particular emphasis has been placed on Climate Smart Agriculture (CSA), promoting good agricultural practices, water-saving technologies, resilient post-harvest systems, and improved market access for small producers. These efforts, supported mainly by FAO and WFP aim to mitigate the impacts of climate change while reducing poverty and food insecurity.In 2025, CESVI is also engaged in responding to the after-earthquake response, especially in wash, shelter, cash sectors, supported by NRM/UNOPS, AICS and other donors.Today, CESVI continues to operate at the nexus of humanitarian assistance and sustainable development, supporting vulnerable communities across Myanmar in coping with conflict, climate change, and socio-economic challenges.JOB DESCRIPTIONThe collaboration will start in November/December 2026.The main duty station will be the Country Office in Yangon, with frequent field visits to all country offices.The Operations manager responds to HoM and will work in collaboration with the staff working in the country and with the relevant services in HQ.SCOPE OF POSITIONThe Operations Manager (OM) contributes to the overall mission coordination and support management of the overall program ensuring effective and efficient systems in its different aspects: staff, logistics, budget and procedures’ respect, security.OM takes specific responsibility for coordinating and managing the support systems (Administration, Logistics, HR, registration in the country, security).KEY RESPONSIBILITIES AND DUTIESCoordination and overall supervision of Country’s programmes and proceduresSupervising the administration and application of the CESVI internal procedures for the CountryCollaboration with the Country Administrator and with CESVI Administrative Area Coordinator (AAC) in HQ for the accounting and expenses verifications of the projects,Ensure quarterly monitoring visits to the field offices also for Administrative and internal audit checks and compliance proceduresManagement of CESVI offices, goods, documentation and procurementEfficient supervision of CESVI officesMeans and goods supervisionCheck that logistics systems including warehouse storage, control of and reporting on the use of supplies/items are carried out in accordance with CESVI and Donor procedures and policiesManaging procurement procedures in collaboration with HQ dedicated staff involved.Supervision of correct filing and conservation of projects’ documentation.Supervision and coordination of potential opening of new offices (in coordination with the Regional Manager/Area Manager and Security Manager/Security Consultant) if necessary to guarantee operations in the countrySupervision the monitoring of field operational offices, proceeding, in accordance with the Head of Program, Program/Project Managers and Administrators, to their organization and ensuring their full operationSupervising administration and application of the CESVI internal procedures for the Country with reference to the organization of each office;Human Resources managementSupervision on all local human resources about the contract, ensuring compliance of operations with local employment law including NGO law, tax, employment, Health and Safety, Insurance and any other applicable law. Conduct and record periodical meeting with staff to verify activities implementation, problems and getting solutionsEnsuring that CESVI HR policies, terms and conditions are appliedProvide training on security, procurement, admin, logistics for newly recruited staff or refreshment training or other needed trainingImplementation of HR Policy and Code of ConductVerify that all new employees receive the HR Policy/Code of Conduct training as part of their induction;Ensuring all new employees receive the HR Policy/Code of Conduct training as part of their induction;Ensuring compliance with CESVI HR Policy and Code of Conduct within his/her area of responsibility;Follow up and address HR issues appropriately.Act in accordance with national legislation for MyanmarCheck and monitor the respect of national legislation regarding registration of CESVI in the Myanmar and any other legal provisions affecting NGOs’ workEnsure compliance with local regulations and local labor law.Security ManagementGuaranteeing the respect of CESVI Security Plan and other rules and regulations on security, in close collaboration with the Security Manager/Security Advisor/Security ConsultantHaving constant contact with the Area Manager/Regional Manager and the Security Manager/Security Advisor/Security Consultant to coordinate actions to be undertakenTimely information sharing with staff in the countryParticipating actively in security coordination mechanisms present in the CountrySetting, in coordination with HQ and the Security Manager/Security Advisor/Security Consultant, potential rules and regulations to strengthen security for CESVI staff, means and goodsKeep communication with key informants, in coordination with Security Manager/Security Advisor/Security ConsultantStrengthen and promote CESVI image in the Country and in ItalyCooperation with the HoM and the Communication and Fund-Raising HQ Offices for all communication, awareness and fundraising activities implemented in and for the countryIn coordination with the HoM and the Communication Department, participate to visibility and communication activities and give interviews in person or by phoneSend to communication department updates, news or success stories from the fieldIn case of emergencies and in coordination with the HoM, prompt sending of pictures and updates, coordination Teams calls with HQ and phone interviews with the pressIn coordination with the HoM, support the organization of journalists’ and testimonials’ missions on the field and operational management of missions in the agreed periodsESSENTIAL REQUIREMENTSEducationMaster’s degree in international relations, development studies, business administration, logistics, or related fields.Professional Experience6+ years of experience in operational, administrative, or logistics management within international NGOs.Prior work in Myanmar/Southeast Asia or in complex/volatile humanitarian contexts.Solid background in managing Logistics, Procurement, Finance/Admin, HR, and Security.Proven experience with donor procedures (EU, UN, FAO, WFP, UNDP), ECHO, etc.) and audit/compliance checks.Direct experience in implementing security protocols and managing local HR according to national labor laws.Skills & CompetenciesStrong skills in procurement, inventory control, and field office setup/management.Security & Compliance: Risk monitoring, enforcement of security plans, and statutory/NGO legal compliance.Ability to manage, mentor, and train national teams across multiple field offices.Self-motivated, proactive, resilient and able to work independently.Highly result-oriented with the ability to manage workload and stressSolid diplomatic skills with the ability to manage a variety of internal and external relationshipsFull proficiency in English (written and spoken).Adaptability, strong problem-solving, context sensitivity, and effective communication with HQ and local actors.DESIRABLE REQUIREMENTSPrior experience in Myanmarprior experience in a similar roleHostile Environment Awareness Training (HEAT)WE OFFERContract duration: 6 months renewableSalary range: €3.300 – €3.700 gross/monthlyHouse allowance: €300 per month1 round-trip flight every 12 monthsInsurance coverageSAFEGUARDINGCESVI has a zero-tolerance approach to any harm to, or exploitation of, a child or a vulnerable adult by any of our staff, related persons or partners.CESVI commitment to being a safe organization begins with the staff recruitment process which includes meticulous checks, such as criminal records checks or check disclosure of previous convictions, to ensure children and vulnerable people are safeguarded and abuse is prevented.
