REQUEST FOREXPRESSIONS OF INTERESTFOR CONSULTING SERVICES TO UNDERTAKE THE Mid-Term Review of the Global Partnership on Output-Based Aid (GPOBA) Improved electricity access program1. The Department of Energy (DoE) of Vanuatu's Ministry of Climate Change and Adaptation is seeking Expression of Interest from a consultant to undertake the mid-term review ofthe Global Partnership on Output-Based Aid (GPOBA). The GPOBA Programmanaged through the DoE with oversight support from the Word Bank.2. The GPOBA commenced in 2014 and is expected to complete on 30th June 2018. The objective GPOBA is to contribute to access to, and affordabilityof electricity for low-income households. The GPOBA Program provides subsidies for new electricity service connections and household wiringfor low-income households in grid connected areas.3. The mid-term review is needed as part of ongoing efforts to improve the management, delivery, monitoring and evaluation of the Project.4. The timeline for the mid-term review is a total of twenty-five (25) days overthe months of April to 15 June 2017.5. The consultants shall have the following qualifications:Not less than a Bachelor's degree in engineering or equivalent in a relevant field.Minimum of 5 years' experience in project design & implementation in Pacific Region.Basic understanding of grid connected electricity.Knowledge and extensive interface experience with Pacific Island energy sector is preferred.Experience in World Bank or other major donor project reviews strongly preferred.Essential requisites include theability to:make meaningful, rapid and independent assessments through hearing stakeholder views and through astute observationprepare succinct and clear reportscommunicate findings effectively to both donor and government representatives.The DoE now invites eligible Consultants to submit their Expression of Interest to provide the Services in the ToR. Interested Consultants express their interest through a letter to the Director, Department of Energy and provide their CV and information demonstrating that they have the required qualifications and relevant experience to perform the Services.Detailed Terms of Reference (ToR) can be obtained from the Department of Energy on 25201 or by email on lveremaito@vanuatu.gov.vu Both Male and Female candidates are encouraged to submit their Expression of Interest.Applications should be made in writing anddirected to the Director, Department of Energy, PMB 9067, Port Vila, VANUATU not later than Wednesday 12 April 2017.
