This report examines the institutional, market, policy, regulatory, fiscal, and power-sector dimensions of e-mobility adoption, with particular focus on the Greater Kampala Metropolitan Area. Uganda has established a governance framework for e-mobility and identified the sector as a strategic opportunity to reduce transport emissions, strengthen energy security, and capitalize on its largely renewable electricity supply. The assessment finds that electric two-wheelers are driving early market adoption, while growth in other vehicle segments remains constrained by high costs, limited infrastructure, and regulatory uncertainties. Scenario analysis indicates that Uganda’s electric vehicle fleet could expand significantly by 2040, requiring coordinated investments in infrastructure and supportive policies. The report highlights the importance of clear standards, effective fiscal incentives, and strengthened institutional capacity to accelerate market development. It also concludes that smart charging and demand-side management measures can help mitigate power-system impacts and reduce grid reinforcement costs. An implementation roadmap outlines priority actions to support scalable, sustainable, and inclusive e-mobility development across Uganda.
