World Bank
This Diagnostic Report was commissioned in response to a request from the High Authority for Public Procurement (HAICOP) to the World Bank MENA Procurement Team for support under the Advancing Green Public Procurement in the Kingdom of Jordan, the Kingdom of Morocco, and the Republic of Tunisia project, financed by the Whole of Economy (WoE) Trust Fund. The WoE funding is supporting three key activities in each country: (i) diagnostic; (ii) capacity building and raising awareness; and (iii) operational tools. The diagnostic is the first activity, the results of which will form the basis for the capacity building and development of operational tools as well as future reform work in GPP. This Diagnostic Report seeks to help World Bank MENA Procurement Team work with the GTD to design and implement effective Green Public Procurement (GPP) reforms, customized to country contexts and informed by global experience. Governments have taken different reform approaches: there is no standard, linear GPP reform route map. The sequencing of various elements of GPP reform will vary depending on country context. Diagnostic assessments are important in early reform stages to identify the strengths and weaknesses in GPP practices and set a baseline that can be used to guide reforms.
