This report summarizes the findings of the Digital Readiness and Impact Assessment (DRIA) conducted under Pakistan’s Digital Economy Enhancement Project (DEEP) to support the country’s Digital and AI Compact. Focusing on Punjab, the assessment evaluated 52 citizen-facing services across 11 government entities to identify opportunities for digital transformation and integration with national digital public infrastructure. The study assessed services based on digital readiness and potential impact, identifying priority services for integration into the national superapp and digital payment ecosystem. Complementary analyses examined citizen service journeys and opportunities to expand Raast-enabled government payment services. The report highlights significant potential benefits, including substantial savings for citizens and government, improved service delivery, and enhanced interoperability, while providing a scalable framework for guiding provincial service digitalization and strengthening coordination across Pakistan’s digital ecosystem.
