World Bank
This policy note synthesizes findings from two sub-deliverables under this Technical Assistance: Key Elements for Procuring a Real Estate Wealth Management System; and a Note on Best Practices in Land and Real Estate Wealth Management and the World Bank’s regional publication, Making Land Work for Cities: Improving Access to Land for Urban Infrastructure in East Asia and the Pacific. These sources, together with other World Bank’s regional publications, provide an evidence base for a revised strategic framework that the World Bank recommends the Government of Egypt adopt in place of the current approach. The central argument of this note can be stated plainly: a digital platform cannot substitute for the foundational institutional, legal, and data conditions that make land administration functional. Key recommendations include: launching a systematic first-registration program in pilot governorates using fit-for-purpose methods; restructuring REWMS as a phased initiative beginning with an ownership registry; activating a Cabinet-anchored cross-ministerial Steering Committee; creating a Unified Regulatory Authority; conducting a formal feasibility study before any Phase 2 procurement; adopting a Hybrid PPP model with statutory safeguards; redesigning the National Real Estate ID as a stable sequential identifier; and articulating explicit economic value propositions for households, developers, and banks.
