This note explores the establishment of a Green/Blue Facility by the Development Bank of Jamaica (DBJ) to scale financing for climate mitigation and adaptation projects while mobilizing capital from international financial institutions, concessional finance sources, and private investors. The proposed facility would support economically viable green and blue investments through a combination of financial instruments, including credit lines, equity investments, loans to investment funds, partial credit guarantees, and technical assistance. It would also facilitate financing for public-private partnerships and project preparation activities. To ensure financial sustainability, projects must demonstrate economic viability and operate within a clear eligibility and subsidy framework. The facility aims to leverage blended finance structures to attract private capital, enhance investment in climate-resilient development, and strengthen Jamaica’s capacity to deliver environmentally sustainable projects. Drawing on global good practices for greening development finance institutions, the initiative seeks to position DBJ as a catalyst for sustainable investment and long-term climate resilience.
