In 2024, the Office for the Coordination of Humanitarian Affairs (OCHA) estimated that 5.5 million people would be in need of humanitarian assistance. This increase reflects the ongoing challenges faced by Haitians, including violence, political and social instability, and climate-related hazards. Furthermore, an updated IPC analysis published in March 2024 shows a significant deterioration compared to the previous August 2023 projections, with approximately 4.97 million people (50% of the analyzed population) facing high levels of acute food insecurity from March to June 2024. In light of this situation, humanitarian coordination faces challenges in fully understanding the crisis and chronic vulnerabilities, with increasing difficulties in humanitarian access due to isolated areas and a volatile security environment. The multi-sectoral needs assessments conducted by REACH in 2022, 2023, and 2024 formed a key basis for the 2024 Humanitarian Response Plan and Humanitarian Needs Overview (HNRP), ensuring that the needs and vulnerabilities of populations are better integrated into humanitarian responses. In order to respond to the constantly evolving socio-political and humanitarian context in the country, REACH, under the mandate of the Inter-Sector Working Group, the Information Management and Evaluation Working Group, and with the approval of the Humanitarian Country Team (HCT), proposes to facilitate, for the third time in Haiti, a National Assessment of Displacement (NAD) covering the entire territory during June and July 2025. This assessment will provide the humanitarian community with comparable information across different environments (urban/rural), departments, and population groups (non-displaced populations, internally displaced populations, and host communities), thus contributing to more informed decision-making and humanitarian planning regarding the needs of Haitian households in 2025. Coordinated with humanitarian coordination bodies, this assessment aims to inform the Humanitarian Programming Cycle (HPC) for 2026.
