The Sahel and West Africa Coastal Countries (SAWAC) Umbrella Program is a regional World Bank Group initiative that seeks to address the drivers of fragility, conflict, and violence (FCV) and strengthen sources of resilience in eleven Sahel and West African coastal countries. The program is supported by the governments of Germany, Denmark, the United Kingdom, and France. SAWAC brings together a multidonor Anchor Trust Fund and the Sahel Adaptive Social Protection Program (SASPP) as an associated Trust Fund. SAWAC and SASPP are both administered by the World Bank Group. This Communications and Visibility Plan (CVP) provides the strategic framework for communicating SAWACs objectives, activities, results, and partnerships in a coherent, accurate, and context-sensitive manner. It outlines communication objectives, identifies priority stakeholders, and defines appropriate tools, channels, and engagement approaches at program and activity levels, with due attention to operating constraints in FCV settings. The CVP clarifies roles and responsibilities for Bank-executed and Recipient-executed activities, sets standards for branding and donor visibility, provides a comprehensive set of high-level messages across key themes, and establishes metrics to track communication outcomes and impact. Building on the strong knowledge management and communications platform established by SASPP, this CVP supports transparency, learning, and sustained donor engagement, while reinforcing SAWACs role as a coordinated regional platform.
