Purpose of Assignment The consultant’s purpose is to provide strategic advisory, policy guidance, technical leadership, and high-level coordination support to the Minister and senior management of the Ministry of Women and Social Affairs (MoWSA) in the office of the minister, to strengthen the conceptualization, design, and implementation of the national social and child protection system with its regulatory, political economical, systemic, financial and integration framework, in order to improve the effectiveness, coherence, integration, rights-basis and coordination of interventions at national and regional levels.
