Country: LibyaOrganization: COOPI - Cooperazione InternazionaleClosing date: 17 Aug 2026COOPI is looking for WASH Programme Coordinator in LibyaMain ResponsibilitiesTechnical LeadershipPlan, implement and monitor WASH activities in accordance with project objectives, donor requirements and COOPI standards.Supervise technical studies, assessments and consultancy services, ensuring quality control of deliverables, technical specifications and infrastructure works.Ensure implementation of WASH interventions in line with the project's Logical Framework, indicators and Common Humanitarian Standards (CHS).Conduct regular field monitoring visits to ensure quality, compliance and timely delivery of WASH activities.Collect and analyse field data, environmental information and WASH performance indicators to support adaptive programme management.Integrated WASH and Environmental ManagementDevelop stakeholder mapping for:Municipal WASH services;Water supply and access to safe drinking water;Wastewater management;Water resources for agriculture and livestock;Solid waste management;Environmental governance.Analyse sector challenges and identify priorities for improving basic service delivery and environmental sustainability.Coordination and PartnershipsCoordinate closely with municipalities, government institutions, local partners and technical stakeholders.Participate in national and sub-national WASH coordination platforms and multi-stakeholder working groups.Facilitate dialogue and joint planning among public authorities, service providers, communities and development partners to strengthen access to basic services.Capacity DevelopmentDesign and deliver capacity-building programmes for municipal technical staff, local partners and community stakeholders.Strengthen technical capacities on:Water supply systems;Water networks and infrastructure rehabilitation;Community-based sanitation;Operation and maintenance (O&M);Hygiene promotion and sanitation awareness.Mentor national project staff and promote adherence to international WASH standards and good engineering practices.Monitoring, Reporting and Programme QualitySupport monitoring and evaluation systems, analyse project data and recommend programme improvements.Prepare technical reports, monthly progress reports and project reviews.Ensure proper documentation of activities and compliance with donor reporting requirements.Programme DevelopmentIdentify funding opportunities and contribute to project design and proposal development.Support communication, visibility and fundraising initiatives related to WASH programming.RequirementsESSENTIALEducation & ExperienceRelevant university degree or at least 5 years of professional experience in WASH, development or humanitarian programming.Experience working in conflict or post-conflict environments.Minimum 3 years' experience in NGO’s wash related project coordination or project management.Technical CompetenciesStrong knowledge of:Urban and municipal WASH systems;Water supply and sanitation infrastructure;Wastewater management;Solid waste management;Environmental management;Monitoring and Evaluation (M&E);Humanitarian WASH standards (CHS and sector best practices).Experience managing technical consultancies and supervising infrastructure projects.Familiarity with EU, AICS and other international donor procedures.Proficiency with Microsoft Office and KoBo Toolbox.Soft SkillsStrong coordination and stakeholder engagement skills.Excellent communication and interpersonal abilities.Ability to work in multidisciplinary teams.Capacity to manage multiple priorities under tight reporting deadlines.Fluency in English and Arabic.Type of contract: 12 months – Libyan National Contract, open to Libyans and non-Libyans with Libyan work permit*Starting date:*1 September 2026Duty Station: Tripoli, LibyaCOOPI Cooperazione Internazionale is an Italian secular and independent humanitarian organisation fighting against all forms of poverty to improve the world.
