Grounded in our commitment to fostering sustainable human development, we strive to empower individuals and communities worldwide. Background: Through the Meeting Targets and Maintaining Epidemic Control (EpiC) project, funded by the U.S. Department of State, FHI 360 supports countries to achieve and sustain HIV epidemic control through high-quality, client-centered HIV prevention, testing, and treatment services. The project places strong emphasis on locally led approaches and the meaningful engagement of communitybased organizations (CBOs). To support regional learning and dialogue, FHI 360/EpiC will convene the Regional Workshop on Funding Diversification Strategies for Community-Based Organizations (CBOs) in Asia, to be held from 26-28 August 2026 at Renaissance Bangkok Ratchaprasong Hotel in Bangkok, Thailand. The workshop will bring together government representatives, community-based organizations, development partners, and technical experts to exchange experiences, identify opportunities for sustainable financing, and support country-level action planning. Given the interactive nature of the workshop, professional facilitation, moderation, and Master of Ceremonies (MC) services are required to promote participant engagement, support effective dialogue, and ensure smooth workshop implementation. Purposes: To support this transition, FHI 360/EpiC is organizing the Regional Workshop on Funding Diversification Strategies for Community-Based Organizations (CBOs) in Asia, to be held from 26– 28 August 2026 at Renaissance Bangkok Ratchaprasong Hotel in Bangkok, Thailand. The Lead Facilitator will be responsible not only for ensuring smooth workshop delivery but also for creating an engaging learning environment that encourages active participation, high-quality dialogue, cross-country exchange, and practical action planning that contributes to the achievement of workshop objectives. This three-day regional workshop will convene government representatives, community-based organizations, and development partners from across Asia to: • Examine current financing challenges and opportunities for community-led HIV services • Share country experiences in integrating CBOs into national health systems • Explore diversified financing approaches, including social contracting, social enterprise models, and private-sector engagement • Support country delegations in developing practical, forward-looking action plans and roadmaps The workshop will include a combination of high-level presentations, panel discussions, learning visits, and facilitated group processes, including country reflection sessions and action labs designed to generate concrete outputs and commitments. Given the highly interactive and outcome-oriented design of the workshop, professional facilitation and moderation services are essential to ensure effective dialogue, structured engagement, and successful achievement of workshop objectives. Tasks: The selected Contractor shall be responsible for the comprehensive planning and delivery of professional Master of Ceremonies (MC) and facilitation services for the Regional Workshop, in close coordination with FHI 360. The responsibilities include, but are not limited to, the following: Task 1: Pre-Event Preparation The Contractor shall: • Review the workshop agenda, objectives, and session structure, concept note, participant profiles, speaker presentations, country background information, etc. • Participate in coordination meetings with FHI 360 to align on: o Roles and responsibilities o Session flow and expectations o Conducting briefing sessions with moderators o Briefing keynote speakers on timing o Ensuring smooth handovers o Harmonizing session transitions • Develop a concise facilitation package, including: o Facilitation techniques o Audience engagement methods o Icebreakers (where appropriate) o Polling or interactive exercises • Demonstrate the ability to adapt facilitation and moderation approaches in response to participant needs, agenda adjustments, scheduling changes, and other unforeseen circumstances that may arise during workshop implementation. • Ensure all preparation is practical and aligned with the workshop design, without substantial redesign of agenda or content. Task 2: Master of Ceremonies (MC) Services The Contractor shall provide professional MC services throughout the three-day workshop, including: • Opening and closing each day of the workshop • Introducing speakers and sessions • Managing transitions between sessions • Maintaining overall flow, timing, and energy of the workshop • Communicating key messages and instructions clearly to participants • Create an energetic and inclusive learning atmosphere • Connect discussions across sessions • Reinforce key messages • Synthesize emerging themes throughout the workshop • Encourage audience participation • Facilitate Q&A sessions • Manage audience questions • Handle unexpected schedule adjustments professionally The MC role is focused on ensuring a smooth and engaging flow of the workshop and does not replace or override technical leads or designated speakers. Task 3: Facilitation of Selected Sessions The Contractor shall facilitate selected interactive and process-oriented sessions, including: 3.1 Reflection Sessions • Guide structured reflection on key lessons and insights • Support synthesis of key themes emerging from discussions • Guide structured reflection • Draw out key lessons • Identify recurring themes • Encourage participation from quieter delegates • Synthesize common priorities • Document emerging recommendations 3.2 Cross-Session / Cross-Track Debrief • Facilitate sharing of insights from parallel sessions or learning activities • Support consolidation of key messages across groups 3.3 Country-Level Sessions (including country reflections, visioning exercises, and action labs) • Provide clear instructions and facilitation frameworks for group work • Guide overall process and time management • Support plenary sharing and synthesis of outputs • Facilitate country visioning process • Encourage strategic thinking • Stimulate peer learning • Help countries prioritize feasible actions • Support synthesis across country groups 3.4 Panel Discussion • Preparing guiding questions • Stimulating interaction among panelists • Engaging the audience • Managing time • Summarizing key takeaways Task 4: Coordination During Workshop The Contractor shall: • Coordinate closely with FHI 360 and event support staff throughout the workshop • Adjust facilitation approach as needed to ensure smooth delivery • Ensure adherence to agreed agenda and time allocations Task 5. Adaptive Facilitation The Facilitator shall: • Adjust facilitation techniques according to participant engagement • Recommend agenda modifications when needed • Respond to emerging discussions • Maintain workshop momentum • Coordinate with FHI360 to address unforeseen issues Workshop Outputs The facilitator should actively contribute to achieving outputs such as: • Active participation from all country delegations • Effective cross-country learning • Country Vision Statements • Country Action Roadmaps • Regional synthesis of financing priorities • Clear commitments for post-workshop collaboration Deliverables and Schedule The Contractor shall provide end-to-end professional facilitation and Master of Ceremonies (MC) services, encompassing pre-workshop planning, executive workshop moderation, strategic facilitation, stakeholder engagement, and post-workshop synthesis. Deliverables shall include, but are not limited to, the following The assignment will involve activities across the preparation, workshop delivery, and post-workshop phases. During the preparation and coordination phase, the consultant will participate in planning meetings and submit facilitation preparation materials at least five working days before the workshop. Qualifications The Consultant should demonstrate: • Minimum 10 years of professional facilitation experience • Experience facilitating regional or international workshops • Experience with government and development partners • Excellent English presentation and facilitation skills • Experience moderating high-level panels • Experience facilitating multi-country dialogue • Knowledge of public health, HIV, health financing, or development sectors is highly desirable • Strong stakeholder engagement skills Payment Payment shall be made in two installments. The first installment of 40% will be disbursed upon signing of the agreement, and the second installment of 60% upon submission of the comprehensive workshop report and all related workshop materials How to apply Application Requirements Interested applicants must submit the following documents: 1.
