Country: NepalOrganization: Royal College of Paediatrics and Child HealthClosing date: 31 Aug 2026Position Title: Finance OfficerBase Location: NEPAS office in Kathmandu Nepal, with some field visits to Lumbini Province, NepalReporting to: NEPAS, Royal College of Paediatrics and Child Health (RCPCH Global)Contract Type: Fixed Term ContractContract Duration: 4 days per week, until May 2029Salary: EUR 317 per month / EUR 4,116 per year (salary paid for 13 months each year, to include festival allowance)Scope of work:The Finance Officer role is for four days per week until May 2029. The post holder will play a crucial role in the financial management of the ‘Sustainable Universal Neonatal And Under-five (Child) Life Outcomes (SUNAULO)’ project, implemented by the Nepal Paediatric Society (NEPAS) and the Royal College of Paediatrics and Child Health (RCPCH Global), as well as other day-to-day NEPAS financial activities. The role requires meticulous attention to detail, strong organizational skills and the ability to communicate financial information effectively. The Finance Officer is responsible for supporting the financial management, accounting, budgeting, compliance and reporting functions of the organization in accordance with Nepal Government regulations, donor requirements and organizational policies. The Finance Officer will oversee the timely implementation, documentation, monitoring and reporting of the budget for the project.Key responsibilities:1.Financial management & accountingMaintain accurate financial records, ledgers, vouchers, and supporting documentsProcess payments, bank transactions, petty cash, and journal entriesPrepare monthly bank reconciliations and cash flow statementsEnsure timely recording of expenses and income in accounting software/manual systems2. Budgeting & financial reportingSupport preparation and monitoring of project and operational budgetsTrack expenditures against approved budgets and report variancesPrepare monthly, quarterly, and annual financial reports for management and donorsAssist in financial forecasting and budget revisions3. Compliance & auditEnsure compliance with Nepal labor laws, tax regulations, Social Security Fund (SSF), and organizational financial policiesDeduct and deposit applicable taxes (TDS), VAT, and other statutory payments along with tax clearanceSupport in internal and external audits by preparing required documents and schedulesMaintain proper documentation for donor and statutory compliance4. Coordination & supportCoordinate with programme staff regarding financial documentation and budget utilizationLiaise with banks, vendors, auditors, and government agencies when requiredSupport procurement and payment verification processes5. Government and donor complianceSupport Social Welfare Council (SWC) financial reporting and documentation requirementsAssist in preparing financial reports and donor compliance documentsEnsure proper documentation for grants and project expendituresProvide financial reports as required by stakeholders6. OtherWork closely with team to prepare SWC project agreement (PA) budget and submission to SWCTake lead role for SWC budget monitoring, ensure monthly reporting against project agreementProvide orientation to team on financial mattersNeed to solve problems in financial mattersReview and consolidate critical financial information (annual budgets, reports)Review periodic burn rate and ensure it is in line with cash flow forecastUndertake any other duties or responsibilities as required as part of the roleMinimum required qualifications:Masters degree in Accounting, Finance or Business Administration, or equivalent with a minimum of 3 years’ of work experience in financial management (preferably budgeting, procurement and donor/Social Welfare Council reporting)Proven experience in dealing with audit, tax-related mattersClear understanding of the development sector, its operating and regulatory environment (in Nepal)Clear in-depth technical and practical knowledge and understanding of the relevant job domainRequired knowledge & skills:Strong leadership experience in finance and accountingStrong experience of budget management and reporting for international donor-funded projects in NepalKnowledge of internal, external and project auditStrong attention to detailExperience in managing time and resource constraintsStrong computing skills, including Excel and accounting softwareStrong communication, analytical and report writing skills with fluency in spoken and written English and NepaliEnthusiasm to work independently and with a multi-disciplinary/ cross cultural teamThis Job Description is designed to guide the Finance Officer in fulfilling their role within the project.
