Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.Scope of workThe Capacity Building Officer (CBO) must have extensive experience in information management. The CBO will be responsible for developing capacity-building training and learning modules based on the tools and systems created within the scope of the 3IS project. The CBO will also be responsible for conducting these trainings with health and nutrition staff across different states.Under the direct supervision of the Project Manager (PM), and working in close collaboration with 3IS partners, the CBO will ensure that the country program meets the highest standards and is aligned with regional and global strategies.Description of DutiesCapacity BuildingBased on the Terms of Reference (TOR) agreed upon with partners, and on the systems and tools developed within the project, design tailored and targeted capacity-building training and learning modules for key stakeholders. These may be delivered online or in person, as required.Lead the rollout of capacity-building activities on health and nutrition information management systems and tools to health and nutrition partners and government counterparts operating in the field.Travel regularly to project locations across northeast and northwest Nigeria to deliver in-person trainings, provide on-the-job coaching, and ensure partners are able to independently use and sustain the systems and tools introduced.Support partners in troubleshooting and strengthening the day-to-day use of health and nutrition IM tools post-training, to ensure long-term ownership and data quality.Monitoring, Evaluation, and LearningDevelop and regularly administer technical pre- and post-training assessments.Conduct surveys with key stakeholders.Track products, dissemination, and usage, where applicable.Produce training reports and analyses on capacity-building activities.Regularly contribute to internal knowledge management.Resource Management and PlanningClosely coordinate with HR, Finance, and Logistics teams to ensure effective planning of resources and procurement related to the delivery of the capacity-building program.Contribute to budget planning in alignment with programmatic needs.Apply 3IS policies and regulations.RequirementsEducationA university degree in Information Management, Information Systems or other relevant fields (Master Degree preferred).Languages• English (fluent) – essentialExperience• At least 6 years of capacity building experience related to information management.• Knowledge of the country context and/or regional context is required.-Prior experience working on health and nutrition programs, including familiarity with health information systems (e.g., DHIS2, HMIS) and nutrition surveillance/reporting tools.-Proven experience designing and delivering capacity-building trainings, learning modules, or workshops for technical and non-technical audiences.Skills-Strong IT and data management skills, including experience building and maintaining dashboards (e.g., Power BI, Tableau) and working with databases and data collection platforms (e.g., KoBo, ODK, ONA).-Experience conducting M&E activities, including designing pre/post-training assessments and analyzing training outcomes.-Excellent facilitation, communication, and report-writing skills; ability to adapt technical content for diverse audiences.-Strong presentation and communication skills.• Problem-solving capacities.• The ability to work in harsh operational environments.• The ability to create a positive and motivating working environment.Accountability to Beneficiaries3iS' personnel is expected to respect principles of accountability to beneficiaries of 3iS programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.Guiding PrinciplesPersonnel is expected to respect the local culture and 3iS' policies, procedures, and values at all times. 3iS has zero-tolerance for sexual harassment, exploitation and abuse, human trafficking, child abuse and exploitation.
