ContextDomestic resource mobilization has become a strategic priority for The Gambia to finance its economic and social development while reducing dependence on external resources. The Gambia Revenue Authority (GRA), which collects over 70% of government revenues, plays a central role in this effort. Despite steady progress in revenue collection, the GRA continues to face structural challenges, including a narrow tax base, the predominance of the informal economy, limited digitalization of tax and customs procedures and the need to strengthen institutional capacities. The project supports the Government's reform agenda aimed at increasing domestic revenues while improving the efficiency, transparency and performance of tax administration.DescriptionThe project seeks to improve domestic revenue mobilization by strengthening tax compliance, modernizing tax and customs administration and expanding the use of digital technologies. Its overall objective is to increase domestic revenue collection as a share of GDP while supporting more efficient public financial management. The intervention is structured around three complementary components.The first focuses on taxpayer awareness, capacity building and specialized training for GRA staff. The second finances digital infrastructure, including a new data centre, cybersecurity measures and improved information systems. The third supports project implementation through technical assistance, project management and institutional strengthening.ImpactsThe project is expected to improve the efficiency and effectiveness of revenue collection while strengthening the institutional capacity of the GRA. It will contribute to higher levels of tax compliance, better quality tax audits, improved data security and stronger coordination between public institutions involved in tax and customs administration. Implementation of the first phase is nearing completion, with most planned activities delivered. Building on these achievements, a second phase is currently under preparation to consolidate reforms, continue the digital transformation of the GRA and further strengthen domestic revenue mobilization in The Gambia.
