This report examines pathways to strengthen the resilience and adaptive capacity of Madagascar’s fisheries sector in the face of increasing climate, environmental, and socioeconomic pressures. Using fisheries, climate, and socioeconomic analyses, it evaluates the impacts of different climate and management scenarios on fish stocks, coastal ecosystems, livelihoods, food security, and economic outcomes. The findings indicate that adaptive management measures can significantly improve ecological and socioeconomic resilience compared with business-as-usual trajectories. Key recommendations include strengthening fisheries governance and co-management, improving data and monitoring systems, protecting critical marine habitats, integrating climate adaptation into fisheries planning, and promoting livelihood diversification to support sustainable fisheries and a resilient blue economy.
