The Social Assistance Family Package (SAFP) is designed to uplift poor and vulnerable households by enhancing human capital and building long-term resilience. Administered by the National Social Assistance Fund (NSAF) in coordination with key ministries and sub-national administrations, the SAFP consolidates multiple targeted cash transfer schemes—including support for pregnant women, young children, the elderly, persons with disabilities, school children, and individuals living with HIV/AIDS. Following its official launch in April 2024. The National Consultant will support GS-NSPC, NSAF and relevant government stakeholders to review and update the draft operational manual, referral pathways, implementation procedures, and related tools based on technical consultations and stakeholder feedback. The consultant will facilitate consultations with key ministries, sub-national administrations, service providers, and development partners to ensure that the pilot design and operational arrangements are practical and coordinated which will contribute to the outcome of the programme, and align with the objectives of Cambodia’s National Social Protection Policy Framework (2024–2035)
