This Country Program Evaluation assesses the relevance of the World Bank Group's support to Kosovo's development priorities, the coherence of support across Bank Group institutions, and the effectiveness of its engagement. It focuses on three strategic areas: (1) basic service delivery in health and education; (2) private sector–led job growth, particularly through financial sector development; (3) energy transition. The findings are intended to inform the preparation of Kosovo’s next Country Partnership Framework and to generate lessons for Bank Group engagement in other countries facing similar development challenges.
