UNICEF Turkmenistan seeks an international consultancy to support the Ministry of Education in strengthening capacity for Education in Emergencies by developing and introducing a clear framework that can guide preparedness, response and early recovery in the education sector. Through capacity-building, the consultancy is then intended to support government actors to better understand and apply this framework in practice. The framework will be designed from the outset to be disability inclusive and will build on existing work on inclusive school safety and disaster risk reduction. In this regard, the consultancy will draw on the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector (GADRRRES) Comprehensive School Safety Framework (CSSF 2022--2030) as the main international reference.
