The Sustainability Framework of the International Finance Corporation (IFC) is the cornerstone of the World Bank Group’s approach to managing environmental and social (E&S) risks in private sector operations. It defines the E&S responsibilities of IFC and its clients and helps IFC manage E&S risks in a manner commensurate with the potential impact of the activities it finances. This evaluation examines the implementation, performance, and outcomes of IFC investment projects approved under the 2012 version of the Sustainability Framework. It focuses on three questions: whether the Sustainability Framework has been effectively implemented and remains fit for purpose, the extent to which E&S outcomes have been tracked and achieved, and the risks and opportunities for harmonizing E&S frameworks across the World Bank Group and other multilateral development banks. The evaluation combines statistical analysis of IEG-validated E&S performance ratings with IFC portfolio, monitoring, and staffing data, alongside qualitative evidence from project validations, evaluations, interviews, and in-depth case studies, and benchmarking against peer frameworks. Based on this analysis, the evaluation offers lessons to inform IFC’s planned update of the Sustainability Framework and ongoing World Bank Group efforts to align and harmonize E&S approaches.
