The Environmental and Social Framework (ESF), adopted in 2016, introduced a unified approach to managing environmental and social risks (E&S) in World Bank investment project financing (IPF). Grounded in the principles of proportionality, adaptive management, and flexibility, the ESF expanded attention to social and inclusion risks, strengthened requirements for stakeholder engagement and labor and working conditions, and emphasized the use and strengthening of borrower systems. This evaluation examines the World Bank's implementation of the ESF since its introduction, including the application of its core principles, efforts to strengthen borrower E&S systems, and demonstration of links between ESF actions and development outcomes. The evaluation applies a mixed methods approach combining analysis of 1,625 ESF-governed Investment Project Financing (IPF) projects, 369 Development Project Financing (DPF) operations, 194 Program-for-Results (PforR) operations, and 131 Implementation Completion and Results Reports (ICRs), supplemented by 30 Overview Assessments, country engagements, approximately 250 interviews and consultations, document reviews, case studies, and a staff survey.
